Residents denounce cooperation between the Police, the Prosecution and the Cadastre to protect Bashkim Ulaj and to leave the ownership scheme in Baks-Rjoll out of the investigation...

In Rjoll, Velipoja, residents accuse state structures of police interference, refusal of information and diversion of investigations regarding 150 hectares of state and private land. They oppose the decisions of the institutions that have forwarded the reports from SPAK to the Shkodra Prosecutor's Office and that have rejected the requests for suspension of works. At the center of the accusations are Bashkim Ulaj and Fatmir Zenel Shpellzaj, for whom a criminal investigation is being sought for ownership documents suspected of being forged.

Regarding the lands in Baks-Rjoll, Velipoja, residents claim the existence of a cooperation scheme between justice institutions and the State Police, with the aim of protecting from criminal liability the officials involved in the ownership and construction process of the resort.

Four concrete developments accompany this situation:

· For two weeks, the Director General of the State Police, Ilir Proda, has deployed numerous police forces in the village of Rjollë, Velipojë. Residents claim that the police have intervened to disperse protests against the construction of the resort.

· The head of SPAK, Klodian Braho, has transferred the criminal report filed by the residents of Rrjoll to the Shkodra Prosecutor's Office for jurisdiction.

· A week after this action, the Administrative Court rejected the residents' request to suspend the works initiated by Bashkim Ulaj.

· According to residents, the Shkodra Cadastre has not made available the complete ownership file of the lands where the resort is being built.

Residents of Rrjoll accuse Shkodra judges and leaders of the Property Restitution Commission of recognizing and granting 150 hectares of state and private land in favor of citizen Fatmir Zenel Shpellzaj, through documents that they consider forged.

According to public records, Fatmir Zenel Shpellzaj holds political positions at the local level and is a member of the Municipal Council in Malësia e Madhe. He is mentioned by residents as a direct beneficiary of the contested property decisions.

Residents are demanding a criminal investigation into the decision-making chain that led to the recognition of ownership of over 150 hectares of land, as well as the role of the institutions that handled the issue.

They pose three questions to SPAK:

· Why is the suspected scheme of acquiring 150 hectares of state and private land with disputed documents not being investigated at the central level?

· Why is the administrative and judicial chain that approved these property deeds not verified?

· Why was the residents' report transferred to the jurisdiction of the Shkodra Prosecutor's Office, when they claim that we are dealing with an organized activity of high public interest?

The Rjoll issue is no longer just about a tourist resort. It is about how institutions respond to complaints about state property and the standard of criminal investigation in cases involving large areas of land and contested administrative decisions./ Pamphlet
