
Local affairs expert Agron Haxhimali spoke about the recent legal changes in the field of construction. He stated that the government's approach to this sector is not appropriate.
According to him, the government should see construction as a partner and not as a cow that needs to be milked whenever needed.
"I think that governments have seen construction as a source of taxes over the years, just like that cow that only has milk and tries to feed it. When this reduces the yield, the government gives it a blow, such as these punitive measures in the normative act. This is not the right approach. Such measures have a chain effect. In the end, they are discharged to the city," Haxhimali told "Vizion Plus".
He emphasizes that improving the legal framework is done through consultation with interest groups and not by applying punitive campaigns.
"The main responsibility for this reality, where we still have illegal constructions, lies with the public administration, because they are the guardians of the public interest. Why do institutions allow the building to be built up to five floors and then remember to block it? How many years have we been discussing sanctions for illegal constructions? How many times have we said that illegal constructions will no longer be legalized? And today we are in conditions where we talk about illegal constructions every year. Even today there are 500 thousand illegal constructions", said the expert.
According to Haxhimali, the government and responsible institutions have violated the law by not consulting with builders, architects, or engineers regarding the proposed changes.
