Edi Rama, just two weeks after the May 11 elections, launched a scheme to reward patronage workers through new jobs in the state administration. With a government decision dated June 4, 2025, he approved a project presented as the “National Program of Work Practices in the State Administration”, which, in reality, is a clientelist mechanism to introduce party people into the state. Starting from July 1, over 600 young people aged 21-29 will begin a three-month internship in central and local government institutions. Of these, 450 will be selected to be employed with one-year contracts, but which, according to the practice previously followed by Rama, will be converted into permanent contracts.
The decision foresees 250 jobs in the central administration and 200 in other state institutions, while their selection will be made by internal commissions led by the heads of the institutions. However, everything will pass through Rama's filter, who has ordered that the final lists of beneficiaries come from patrons who have contributed to the elections, directly or through their families. The Minister of Youth and Children, Bora Muzhaqi, will be the formal leading figure of this program, but the real direction is in the hands of the prime minister and his close staff.
Sources from the Ministry of Finance confirm that the order that has reached this department is not for 250 positions, as officially stated, but for 450 new jobs, financed from the state budget for long-term periods, further increasing the swelling of the public administration. In addition, 60 other people will be paid as supervisors of interns, who will receive additional bonuses if they are current officials or appointed by political decision.
This action contradicts one of the essential conditions of the chapter of negotiations with the European Union, which concerns the rationalization and reduction of the state administration. Since 2016, the number of employees in the administration has increased by over 60%, while the EU has demanded its reduction and increased efficiency. However, Rama continues to use the administration as a vote bank and reward system, creating a bloated, clientelistic and politically controlled structure.
