How Agron Kasa's leadership at the University of Sports breaks the law, manipulates decision-making and leaves students' lives at the mercy of fate...
An absurd situation, in flagrant abuse of office and endangerment of students' lives, is being consumed within the walls of the University of Sports of Tirana (UST).
Under the leadership of Rector Agron Kasa, the institution has turned into a personal fiefdom, where the law is violated with forced "unanimous votes", while the safety of students is treated as a worthless commodity.
While Albanian taxpayers pay hefty salaries for a staff full of medical degrees, UST students are left to their fate. Internal complaints reveal a shocking fact:
The university staff includes over 10 doctors, including names like Prof. Dr. Robert Cina, Prof. Dr. Dhimitraq Prifti, Prof. Dr. Lindita Agolli, Prof. Dr. Vjollca Shpati and others.
However, when it comes to accompanying students to the ski module (Outdoor), in extreme temperatures and difficult terrain, these “VIP doctors” are exempted from the obligation with the blessing of the Rector. Students, who have a legal right to quality health care during learning activities, are left unprotected.
Is this negligence or managerial incompetence? The facts show the worst.
In the past years, irresponsibility has reached its peak when, instead of an emergency doctor, students were sent a physiotherapist (the son of a former dean/current vice-rector), or a pregnant doctor, who was unable to follow the students in the field. This is the true face of the “Kasa” management: a joke for friends, a danger for students.
To cover up this managerial failure, Rector Kasa is accused of using the Academic Senate as a notary of his personal desires. Recently, a pressure scheme has been denounced where illegal "individual agreements" are imposed on lecturers, drafted by phantom commissions, which conflict with the Labor Code and the Law on Higher Education.
The goal is to force certain individuals (unwanted by the Rector) to cover the holes left by his incompetence, while other employed doctors, who hold two or three jobs (such as the denounced case of doctors working in parallel at the QSUT), continue in peace.
This scheme goes so far as to change regulations and Senate decisions "ad hoc", just to hit specific lecturers, while the Rector's "favorites" enjoy the privileges of impunity.
While the next expedition in February 2026 with about 191 people (students and staff) is being prepared, the documents show that the Rector has not taken any serious measures for health safety. Although the law requires the economic operator to provide a doctor, the situation is repeated: tenders are launched for hotel and food, but the lives of the students remain in the hands of fate. Why is the contract with the National Emergency 127 not activated? Why is a doctor not officially requested from the regional hospital, but an attempt is made to patch up the situation with forced “volunteers”?
This is not just an administrative violation; it is a pure criminal act of abuse of office that endangers the public health of students.
Rector Agron Kasa must be held accountable: why, when UST has 10 doctors paid, none are available to students? Why are the decision-making processes in the Senate falsified for personal interests? Who will be held responsible if something happens to a student in the snow without medical assistance?
Honest teachers refuse to be collaborators in this institutional "crime". It is time for the justice system and the Ministry of Education to intervene before it is too late. Students are not "cannon fodder" for the whims of the Rector./ Pamphlet
