The arrest of Jorgo Goros for the false "strategic investment" documents of Artan Gaçi, an old friend of Edi Rama and husband of the former minister Olta Xhaçka, should be seen as confirmation of the accusations that the land robbery on the coast was done with the blessing of the government in Tirana.
Until Goro's arrest, the robbery was protected by the government, and there were even some political battles with the opposition that tried to approach Artan Gaçi's hotel, but in all cases, the investment was successful for Mr. Edi Rama.
The imprisoning of the opposition candidate for Himara and the refusal to allow him to take the oath has been seen against the background of clashes with Greece, while the issue of the properties of the residents of Himara has been one of Freddy Beller's battle horses.
During the campaign for the May 14 elections, Fredi Beleri promised the residents that he would help them get AMTP and that he would denounce cases of property alienation. This was also the issue that raised voices in defense of Beler from Greece.
In a letter that he sent to the Greek politician Margaritis Schinas, at the same time the vice president of the European Commission, Prime Minister Rama relativizes the problem of properties in Himara, saying that there is no difference from the problems faced by Albanian citizens.
After arresting Beleri, Rama stated that there is no concrete fact, "that could prove that in Albania there really is a specific problem of rights or property for the Greek minority, which differs from the overall inherited problem of Albania with the properties of to all Albanian citizens" .
This statement of Rama is a half-truth. Because the inhabitants of Himara are not discriminated because of their origin, but because their properties take on a different value due to the development of tourism, which makes Himara one of the most coveted areas by businessmen in Albania.
In Rama's response to this finding, Fredi Beleri insisted from prison that "every day evidence of the theft of their legitimate properties by the gang of the Himarë municipality, which continues the robbery with the blessing of the government, is emerging. I will personally continue to denounce and file a report for every case in defense of the interests of every square centimeter of the properties of the Himariots!"
Despite the nationalist colors that Beler's story has had, it must be said that the line of conflict over properties is one of the most inherent reasons why he was imprisoned. As an avoidance of a factor that endangered the denunciation of scandals, such as that of Artan Gaçi's hotel.
After arresting Fredi Beleri, Prime Minister Rama made several maneuvers to soften the attacks on Greek diplomacy. One of these was the interview he gave to the Greek journalist of Ekathimerini, Pavlos Papadoupoulos, with whom he had a long conversation about Beler's arrest.

Përgjigjet Edi Rama: “Dëgjoni, nëse debatet në Parlament do ishin prova, atëherë nuk do duhet të flisnit me mua por të lajmëroni të policinë ku ndodhem. Çdo hotel në çdo plazh shqiptar ka leje funksionimi. Leja që i’u dha këtij investitori ishte mes mijëra të tjerave që u dhanë nga Adriatiku në Veri deri në Jug. Pyetja nuk u drejtua nga pronarë që gjoja i vodhën. Përkundrazi, pronarët aty bënë një marrëveshje si kudo tjetër. Kur pronarët nuk janë të kënaqur nuk bëjnë marrëveshje ose flasin hapur për padrejtësitë. Pyetja ime është e thjeshtë. Çfarë duan ata që reagojnë? Duan që njerëzit që jetojnë në Himarë të zhvillojnë tokën apo të jetojnë si Robinson Kruzo? Njerëzit përdorin tokën sipas planit dhe paguhen mirë, marrin shumë para. Duam të zhvillojnë Himarën, duam të zhvillojmë çdo zonë të vendit dhe nuk mund të më gjeni një rast kur në një zonë morëm tokë e lejuam investime strategjike duke shkelur të drejtat e pronarëve”.
Akuzat e para për hotelin me pesë yje në Dhërmi, u bënë nga media dhe nga opozita për konfliktin e interesit mes Olta Xhaçkës, si ministre dhe vendimit të qeverisë për shpalljen e bashkëshortit të saj Artan Gaçi, investitor strategjik.
Opozita kërkoi që Gjykata Kushtetuese t’i heqë mandatin deputetes. Çështja shkoi një herë në Kushtetuese, që e riktheu në kuvend për të bërë një korrigjim në procedura. Për ta mbrojtur kolegen e tyre, socialistët i ngrinë procedurat. Olta Xhaçka vazhdon ta mbajë mandatin e deputetes, gjithnjë duke qenë nën mbrojtjen e Edi Ramës.
Në një fjalim që mbajti në parlament mbi çështjen e hotelit, Olta Xhaçka ka thënë se për të shmangur konflikin e interesit ajo mungoi në mbledhjen e qeverisë ku u mor vendim për bashkëshortin e saj. Ndërkohë, Rama, edhe kur flitej për konfliktin e interesit, sërish e relativizoi shqetësimin e opinionit publik.

The Acting Mayor of the Municipality of Himara, Jorgo Goro, was arrested on Saturday afternoon, under the suspicion that, through forged documents, he allowed the irregular registration of two real estate properties on the coast, which, after several transactions, were transferred to the entrepreneur Artan Gaçi, husband of former Foreign Minister Olta Xhaçka, to build a tourist complex on the coast of Dhërmi.
It must be said that SPAK's investigations have stopped at the arrest of Jorgo Goro, while the business that benefited from the forgery is that of former foreign minister Olta Xhaçka. It remains to be seen whether SPAK's investigations will advance further, but it seems that even in this case the Gaçi-Xhaçka couple are a forbidden apple for SPAK.
