
Edi Rama has deflected journalists' questions regarding the spectacular thefts that occurred with the construction of the incinerators in Elbasan and Fier and the disappearance without a trace of the one in Tirana. "I'm not an accountant", he answered regarding the wastes, adopting the same attitude as during the questioning by the Parliamentary Commission of Inquiry on Chiles in March 2022.

BIRN journalist Vladimir Karaj directly asked the head of the government that, according to SPAK, 40 million euros, out of 60 million such public money given for the Tirana incinerator, have ended up in the accounts of the persons in search, while for no work has been done in the concession. "I see these number games and popular calculators with great skepticism," said Rama, ignoring the essence of the question.
Precisely for this corrupt act where the money has evaporated, Edi Rama has signed with his writing the granting of a bonus of 8 points to a company like Integrate Energie which was not yet registered as such in the Albanian state. Even he, nor prime minister, was aware of this fact, since former minister Ermonela Felaj had announced in a letter that the company was not listed in the CKB.
This is exactly why journalist Ambrozia Meta asked him: "Do you take responsibility for your company?" Rama argued that his Firm was the result of a series of groups and gears of the administration, which had previously given their consent. "My firm is the finalization of this work of many people who disintegrate to turn it into a decision. Therefore, this question is outside the scope of my competence", made Rama's alibi, forgetting that at this point he is suspected of having ignored the opinion of his subordinates who had warned him that the company that was being favored with a bonus does not exist at all. For this argument, the prime minister hid behind his ministerial subordinates, saying that this decision was taken by all of them. In my government, no decision is made unless things are settled first. It doesn't happen in my government for 10 years that I impose a decision that was not discussed before by all discussion mechanisms," he defended himself. "At the end of the day, my signature is just the disclosure of the decision that comes out of a long process," the prime minister pointed out.
So, according to him, if 40 million euros out of 60 million given by the government have evaporated, Rama defends himself with the argument that he is not an accountant. If someone else asks him why he signed to give a bonus to a company that did not exist, he claims that his signature is just a formality for a job that others have done.
If you look closely at the behavior of the prime minister, it is like two drops of water with that of a defendant before the court who admits the theft and excuses himself for not having a hand in it. He doesn't even know where the money went, nor what his subordinates served to sign. Edi Rama maintained this position even when he was asked by Jorida Tabaku in the parliamentary investigative committee.
So he continues to stand on the line, that even if hypothetically there was abuse or corruption, he has nothing to do with them. "I had a very good cooperation with the minister of the environment... what he did behind my back and the whole process, this is not a matter that the prime minister can find out. He only finds out when he is part of it. This is not the case with me or with the way this government works", he said, referring to SPAK's accusations against former minister Lefter Koka. The later joke that Arben Ahmetaj ate plums and pears behind his back is now famous. Since the time of the Ram Commission, he often refers to expressions that "meat is weak", or phrases like: "Political life is not a place for angels, there are also people who get corrupted".
Also in March 2022, he answered a question from Tabak: "Subordinates did not inform me that the incineration companies did not have the necessary capital... I do not deal with this part. You ask the prime minister for things that are asked of supervisors". Although this time he replaced the word supervisor with the popular accounting term, the prime minister continued to leave the responsibility to his subordinates as a defendant who will save his own skin.
