On June 22, 2022, SPAK summoned 200 men from the village of Kozarë in Kuçova to give testimony regarding the defendant Bektash Shtëpenja, a combine harvester in that village, accused of tax evasion in the wheat harvest. A grotesque case compared to the silence covering Pëllumb Salillari.
Five criminal charges have been filed against the well-known oligarch, Salillari, covering financial crimes, fraud with infrastructure projects, theft of public funds, illegal construction, environmental destruction and property manipulation with fictitious concessions. But none of them have led to a criminal investigation, although the facts and evidence are numerous.
January 8, 2021 – The Albanian Supreme Audit Office (KSHA) reports Salillari for the Borsh-Saranda road, which collapsed five months after construction. Damage: 14 million euros.
January 21, 2021 – Investigation launched mainly for the Çorovodë-Përmet road: the road was torn up 5 km long three months after construction. Theft: 12 million euros with a falsified technical report.
September 2022 – Reported for the destruction of the Zogu Bridge through illegal sand mining in the Mat River. Cost of repair: 1.5 million euros from public funds.
August 2021 – Residents of the village of Lumas accuse Salillari of land destruction, theft in the 1.6 million euro water supply tender, and violence.
September 9, 2022 – IKMT seizes a building in Tirana, built with 1200 m2 without a permit. The court upholds the seizure.
In addition to these, Salillari has dubious connections to concessions such as the photovoltaic park in Levan (hidden under his brother-in-law's name), or to another ghost company that took over the commercial port of Vlora and handed it back to his brother-in-law.
