Doubts arise, whether SPAK has seized his assets or not, or has not sent the decision to institutions and banks, in order for Amant Josifi and his family members to have time to alienate them...
On February 10, 2024, SPAK officially announced that it completed the investigation into the structured criminal group Call-Center, and for the head of this group, Amant Josifi, declared that 2.2 million Euros and 28 million Lek, businesses, assets and accounts were seized from him his and his family's bank accounts.
According to the documents of the institutions and agencies that implement the order of SPAK and the decision of the Special Court on the seizure of financial assets, it turns out that the official notification of SPAK about the measure of seizure of Amant Josif is not true.
In the register of the National Business Center, no administrative action has been taken to block the businesses of the citizen Amant Aleksandër Josifi, for the sake of justice.
His businesses "Call Center" and restaurants, called "APA-LIAISON", "Odyssey", "Ever PLUS", "MIZU", "CAPITAL PARTNER" and "CTA GROUP" and 2 coffee bars "Person fizik", continue the activity on behalf of Amant Josif, while the seizure decision has not been reflected in the CKB.
Even on the official website of the Seized Assets Agency in the Ministry of the Interior, there is no notification about the seizure of businesses, real estate, movable assets and bank accounts of Amant Josif and his family members.
On the official pages of the KKB for Amant Josif's 6 businesses, it does not appear that the Seized Assets Agency has appointed administration directors for these businesses, but it has not seized his 13 cars that he uses personally and for businesses.
In the Ministry of Finance, the value of 2.2 million Euros and 28 million Lek, which SPAK says were seized from Amant Josif, did not pass for conservation, because the banks did not issue blocking orders for his accounts either.
Not even in the Cadastres of Tirana, Durrës, Vlorë, Sarandë and Korçë, are 14 real estates, apartments, villas, shops, business facilities, plots, hotels and 4 plots of land, 2 of which are vineyards in Tirana and Sarandë, blocked.
But the companies "Balkan Investment Group", "New Standard", "Fast-Food International" and "Construciton-21" of his father Aleksandër Josifi and no other assets of the family members Pranvera Strakosha, Egla Josifi and Anjeza Josifi have been seized. .
According to the Code of Criminal Procedure and the operation of the SPAK and the Special Court, every seizure order and decision is sent to institutions, state agencies and banks on the day they are approved, in this case as early as February 2, 2024.
And on the same day, the Seized Assets Agency takes over administration, the CKB reflects the seizure act in every business of the seized person, while the Cadastre, the Transport Directorate and the banks, do the immediate blocking, not allowing alienation actions.
This confiscation measure has not yet been implemented. Rightfully, the doubt arises, whether SPAK and the Court have seized the assets and accounts of Amant Josif and his family members or not.
Or, they have decided for sequestration, and they have not sent the decisions to institutions and banks, in order for Amant Josifi and his family members to alienate them; as SPAK acted in December 2021, allowed Klodian Zoton and Mirel Mërtir to withdraw 80 million Euros from the banks and alienate the assets, then sent the seizure decision for implementation./ Pamphlet
