Analyst Preç Zogaj, commenting on the developments in the opposition camp, as a third meeting of DP deputies was held today in Kukës, said that nothing will happen from this union.
Invited to the column "Opinion" on News24, Zogaj said that these meetings risk being sterile, since there is no answer to the basic question related to the fate of the opposition, which is the union and under whose leadership.
" Normals who have gathered, if not in the electoral campaign, when?! A meeting in the wake of the previous ones, but has been moved to Kukës due to the elections for the mayor. From this point of view, we hope that the meeting had an impact on the opposition electorate of the Municipality of Kukes.
I can't say anything, even today either from Berisha or from Bardhi statements were made that important decisions were made, but they were not made public. Of course, in the future, meetings can produce new things, but so far it seems to be in a blocked format. They gather as a majority of deputies, but there is no answer to the fundamental question related to the fate of the opposition. Union with whom, around whom, in whose direction? Outside of these questions, other movements risk being sterile. They are valuable for coordinating the parliamentary agenda, but not more than that. They haven't touched on the basic topic of whether they will join or not and under whose direction ," Zogaj declared.
But should the minority submit to the majority within a party, is this a solution? According to Zogaj, it is a fair principle, but not in the case of the Democratic Party since comprehensive elections have not been held.
" It is a fair principle that the minority must submit to the majority in all democratic parties and in all democracies of the world. Yes, here a fair principle is used to explain something that is very vague and does not correspond to the principle. The fact that the minority submits to the majority in a party makes sense when comprehensive elections are held in a party and 2-3 currents run and the second or third current naturally has to accept the decisions of the current that emerged first. But comprehensive elections have not been held. A political leader who has led a party for many years and has been in power for several years always has support in the party. He resigns not because he has no support in the party, but to free the party and the new leadership to win the support of the majority of Albanians", he said.
Zogaj emphasized that Sali Berisha has returned without any hope of returning the PD to the majority.
" Obviously, he has more support, but from this point of view, it seems as if he uses the support of the majority of the Democrats who vote not as a whole, because in the first place in the PD are those who are not in either party, but in this part, Berisha is the one who expresses himself. He uses this majority to prevent rotation in Albania. It has deprived the democrats from returning to power. It has deprived Albania of power rotation. I am using the majority that supports it. MPs can go wherever they want, join other groups, remain independent, but they don't take the party with them.
If Merkel returns, that risk still has the majority, but he ran away so that her party can take first place. We have a majority that supports Berisha but that has prevented victory and rotation. I call on Sali Berisha to face the truth. The issue is how it is resolved, even if it is resolved by the court in favor of Berisha, there is no chance that this PD will grow and become a majority. In current conditions. There needs to be a rationale here beyond a seder battle with the US and where do I know. We need a justification that takes into consideration the permission of the DP as a premise for victory, which would require even more work for the premise to become a reality of victory ," said Zogaj.
Asked whether the majority of DP supporters led by Berisha or even Bardhi influence the way the official DP led by Basha will function, Zogaj confirmed.
“Ndikon pa diskutim. Kjo do shihet dhe në zgjedhjet që do zhvillohen në Kukës. Është një minitest i vogël për të parë sa vota ka shtuar foltorja me lëvizjen e fundit të deputetëve që janë afruar me Berishën, por akoma nuk ka një vendim me kë janë bashkuar, me kë janë. Ka ndikim, por jo aq të madh sa kujton dikush. Deputetët nuk e marrim me vete partinë, alternativa është forca politike”, tha ai.
Sa i përket debatit për kreun e grupit të PD, Açka apo Bardhi dhe një vendimi nga ana e Kuvendit, Zogaj theksoi se kryetarin e grupit parlamentar e cakton partia dhe ne duhet të respektojmë vendimet juridike.
“Besoj se nuk po mbahet peng. Në qoftë se parlamenti do të donte t’i jepte zgjidhje të shpejtë do pranonte kryetarin e grupit që ka deleguar kryetari i PD-së. Ne duhet të respektojmë vendimet juridike. Aktualisht PD-ja është partia që drejton Lulzim Basha. Kryetarin e grupit e cakton partia, nuk e caktojnë deputetët se ata ikin. Është një situatë gati-gati e paprecedentë, kështu që le ta zgjidhin juristët e Kuvendit”, tha ai.
Në lidhje me komisionerët e PD-së zyrtare për zgjedhjet në Kukës, kur nuk ka kandidat, ai tha se ata duhet të mbrojnë votën e qytetarëve dhe me përparësi votat e opozitës.
" I think the law gave it to him, but practically he doesn't need anything. If it were me, I would request these commissioners from the opposition candidate. I don't know who they are, but they will enforce the law. They will protect the votes of the citizens and with priority the votes of the opposition, for the candidate of Foltor and PL. The official Democratic Party has from time to time made acts aimed at not distorting the votes of the opposition electorate" , said Zogaj.
