
From January 1, all freelancers will be taxed between 15% and 23% based on their earnings. The government has published in the official notebook the list of 26 activities and 180 types of professions that are included in this scheme.
For the economy expert, Klodian Muço, the scheme does not solve the problem of fiscal evasion but only discourages these types of professionals, who in most cases occupy the middle class of the population "In principle, everyone must pay, practically it is an excessive taxation in some cases. You tax this the same as if you were employed at 15 and 23%.
His income is considered a salary and not self-employed. It is excessive for the middle class of the population, which is the most affected as they look at all the immigration. I am against the form," he said.
According to Muço, the revenues expected to be collected from this scheme are modest for the budget in relation to the gross domestic product.
"17 million is not a very large income if we consider the state budget, there were different forms to expand the tax base. Albania today, if we look at the budget, the income in relation to GDP is even lower than it was and if we look at the progress in the last 10 years, the situation has not improved at all. The problem today continues to be fiscal evasion, the tax base continues to not expand. This is not the solution to informality," he said.
For the expert, the most effective solution would be a flat tax on profit. Meanwhile, he says that many professionals will consider moving their activities to Kosovo and the region.
"There are many accountants who are considering leaving and moving their activities to Kosovo," he emphasized.
