The joint statement of the Leaders of the Western Balkans is published, during the proceedings of the EU Summit in Skopje. The declaration contains 11 points and focuses mainly on deepening the cooperation between the countries of the region and the integration of the states in the EU.
The countries participating in the Summit see the Growth Plan as a chance to promote socio-economic development. "Together, as a region, we will focus our efforts on promoting the regional economy, integration through the Common Regional Market based on EU rules and standards while, at the same time, advancing the opening of the regional market to the single market of the EU", says one of the points of the statement.
The Western Balkans has agreed to aim to improve the economic integration of the Western Balkans with the EU and within the region.
The main goal is to bring the region to the EU.
Full statement:
1. Recognizing the complex geopolitical landscape characterized by Russia's aggression against Ukraine and ongoing crises in the Middle East, we, the Leaders of the West, underline the key importance of cooperation within the region and integration into the European Union and commitment to the advancement of the four freedoms movement (capital, goods, services, people) for all our citizens.
2. Acknowledging the importance of the conclusions of the Chair of the Summit of the Berlin Process in Tirana on October 16, 2023, and the Declaration of the EU-Western Balkans Summit in Brussels on December 13, 2023,
3. Noting that the new Growth Plan of the Western Balkans represents a new opportunity to promote the economic and social convergence of our region with the European Union as a means to advance in the membership process.
4. Committed to taking advantage of the opportunities presented by the Growth Plan and to meet the expectations of our citizens for a more prosperous and stable future within the European Union.
5. Ready to implement this comprehensive plan, anchored in phased integration into the EU. Enhanced regional economic integration, accelerated fundamental reforms, the primacy of democracy, fundamental rights and values, and the rule of law, including those that fight corruption and curb political interference in independent institutions that should serve all citizens in equally, and to increase financial assistance through Reform and Growth Facility, which carries the potential to inject much-needed dynamism into the enlargement process, enabling us to overcome the obstacles that hinder our progress.

Ne e shohim Planin e Rritjes si një shans për të nxitur dhe zbatuar reforma thelbësore drejt mbylljes së hendekut të konvergjencës me BE-në që do të nxisë zhvillimin, përfshirë atë socio-ekonomik, reformat dhe reformat mbi bazat, në një moment kyç në procesin e zgjerimit. Në këtë frymë, ne kemi filluar përgatitjet tona për zbatimin e Planit të Rritjes, duke përfshirë zhvillimin e agjendave të reformave strategjike që drejtojnë veprimet dhe investimet gjatë katër viteve të ardhshme.

Instrumenti Financiar, nga ana tjetër, do të plotësojë mbështetjen ekzistuese nga Instrumenti i Asistencës së Para-anëtarësimit dhe ofrimi i një shtytjeje shtesë për ekonominë dhe zbatimin e planit të investimeve dhe prioritetet reformuese të identifikuara në rrugët e anëtarësimit.
8. Së bashku, si rajon, ne do të përqendrojmë përpjekjet tona në promovimin e ekonomisë rajonale, integrimin përmes Tregut të Përbashkët Rajonal bazuar në rregullat dhe standardet e BE-së ndërsa, në të njëjtën kohë duke avancuar hapjen e tregut rajonal ndaj tregut të vetëm të BE-së. Rajoni është i gatshëm të ndërmarrë veprime vendimtare shtesë për të finalizuar transformimin e rajonit. Tregu i përbashkët rajonal në realitet. Ai vlerëson mbështetjen e BE-së në proces dhe i është përkushtuar përgatitjes për një pasardhës ambicioz të Planit aktual të Veprimit CRM, duke theksuar rëndësinë e bashkëpunimit me Këshillin e Bashkëpunimit Rajonal, CEFTA, dhe Komuniteti i Energjisë dhe Komuniteti i Transportit, si dhe me ËB6, Forumi i Investimeve i Dhomës në proces.
9. Duke njohur nevojën për kontribute kolektive në drejtim të zhvillimit të një plani ambicioz CRM, përpjekjet tona bashkëpunuese synojnë jo vetëm të forcojnë integrimin brenda rajonit tonë, por edhe për t’i hapur rrugë dhe për të qenë një hap për një integrim më të gjerë me Tregun Unik. Kjo do të konsistojë në përshpejtimin e përpjekjeve tona të përbashkëta në lehtësimin e tregtisë rajonale, reduktimi i ndikimit negativ të masave jotarifore, hapja e sektorit të shërbimeve dhe në lehtësimin e lëvizjes së punëtorëve. Kjo qasje vizionare do të krijojë një mjedis të favorshëm për bashkëpunim të zgjeruar ekonomik dhe prosperitet në të gjithë kufijtë, duke nënvizuar angazhimin tonë të palëkundur për unitetin dhe përparimin rajonal.
10. Acknowledging that the EU is open to considering proposals from the Growth Plan aimed at improving the economic integration of the Western Balkans with the EU and within the region, we will strengthen our efforts to align with the rules of the EU common market. This includes opening up and relevant sectors to all neighbours, adhering to the principles of the Common Regional Market and EU values, standards and fundamental rules and maintaining the integrity of the EU, the market and a level playing field.
11. Recognizing the joint efforts of the Western Balkans and the EU to bring the region into the EU, we strongly believe that the Reform and Growth Facility will be tangible to advance the membership process for all our citizens and contribute to narrow ee a social and economic gap in the region, simultaneously creating leverage for the implementation of market-oriented reforms and growth generators.
