Washington dealt a major blow to the Albanian political class by reinstating legal experts in SPAK and other bodies in the country. Trump's order to cut off funding and withdraw OPDAT and ICITAP experts delighted everyone, both left and right.
From Rama, to Meta, Berisha and many others thought that was it, SPAK was over. But the week we left behind froze the smile, as the same experts who left returned.
But who are the people who have helped the Special Prosecutor's Office and other bodies crack down on the corrupt? The most important person is David Backman, legal advisor to the US embassy, part of OPDAT.
He is among the people attached to SPAK and his valuable experience as a prosecutor in the US has been instrumental in SPAK's achievements today. He even spoke about SPAK a short while ago, describing it as a "jewel" that must be carefully preserved.
" I can tell you for sure that SPAK is the envy of many other countries that do not have it as a structure. SPAK must be preserved as a jewel in Albania. Corruption is everywhere. I served in Sri Lanka and I can tell you that there is corruption, both there and in America, but also here in Albania, but the issue is at the level, the resources, the supervisory institutions. In America, because of this, the fear of corruption is much greater ," he said during a meeting with students.
Another name is Mary Kate Butterfield. She is the head of OPDAT in our country and has provided assistance not only to SPAK, but also to other justice bodies, with the aim of establishing the rule of law and fighting corruption. She is also a prosecutor and has experience in American justice.
In addition to OPDAT, ICITAP has a key role in SPAK and other bodies. ICITAP has supported the National Bureau of Investigation by organizing a series of specialized trainings to improve investigative capacities, and has supported the entire structure of the Special Prosecution Office, with logistical means, electronic equipment, software, information systems, etc. This body is headed by Richard Deasy. So with the reactivation of funds, he is also back in charge of the task by supporting SPAK, BKH and the police.
The fourth person is John C. Kastning, Director of the International Bureau of Narcotics and Law Enforcement Affairs. INL has a key role in the fight against corruption and the rule of law, and Kastning's help is undoubtedly valuable.
So everyone has returned to their posts and as long as OPDAT, ICITAP and INL are functional, politics should forget that it can undo the reform and capture SPAK. /Pamphlet
