President Donald Trump has decided to keep in force the executive order for the Western Balkans, originally announced in 2001 and amended in 2003 and 2021, 2025.
Based on this order, the US will continue sanctions in Balkan countries against individuals involved in major corruption or violent extremist acts.
He made this decision considering that “the actions of individuals who threaten international peace and stability efforts in the Western Balkans, including acts of extremist violence and disruptive activity, and the situation in the Western Balkans, which impedes progress toward effective and democratic governance and full integration into transatlantic institutions, continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.”

Continuation of the State of National Emergency regarding the Western Balkans
On June 26, 2001, by Executive Order 13219, the President declared a national emergency with respect to the Western Balkans, pursuant to the International Emergency Economic Powers Act (50 USC 1701 et seq.), to respond to an unusual and extraordinary threat to the national security and foreign policy of the United States, consisting of the actions of persons who:
(i) are involved in or support extremist violence in the former Republic of Macedonia (now the Republic of North Macedonia) and elsewhere in the Western Balkans region,
or (ii) commit acts that obstruct the implementation of the Dayton Agreement in Bosnia or UN Security Council Resolution 1244 of 10 June 1999 on Kosovo.
On May 28, 2003, the President amended this order with Executive Order 13304, to take further steps against actions that obstruct the implementation of the 2001 Ohrid Framework Agreement for the former Republic of Macedonia.
On June 8, 2021, the President signed Executive Order 14033, which expanded the scope of the previously declared state of emergency, determining that the situation in the territories of the former Socialist Federal Republic of Yugoslavia and the Republic of Albania – i.e. in the Western Balkans – including the undermining of post-war agreements and relevant institutions, as well as widespread corruption in the region's governments, impedes progress toward effective and democratic governance and full integration into Euro-Atlantic institutions, and therefore poses an extraordinary threat to the national security and foreign policy of the United States.

On January 8, 2025, the President signed Executive Order 14140, to take additional measures in light of recent developments in the Western Balkans – including continued efforts to challenge the sovereignty and territorial integrity of countries in the region, to undermine post-war agreements and institutions, to engage in gross corruption that erodes the rule of law and trust in democratic governance, and to evade U.S. sanctions.
The actions of individuals who threaten peace and international stabilization efforts in the Western Balkans, including extremist violence and obstructionist actions, as well as the overall situation that impedes progress toward effective governance and Euro-Atlantic integration, continue to pose an extraordinary threat to the national security and foreign policy of the United States.
For this reason, the national emergency declared in Executive Order 13219, as further implemented in Executive Order 13304, as further expanded in scope in Executive Order 14033, and as further implemented in Executive Order 14140, should continue in effect beyond June 26, 2025. Therefore, pursuant to section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am extending for one year the national emergency declared in Executive Order 13219 with respect to the Western Balkans.
This notice shall be published in the Federal Register and transmitted to Congress.
