On September 28, 2016, the Ministry of Environment sent the Ministry of Finance the request for the preliminary approval of the feasibility study for the Tirana incinerator concession.
Three weeks later, the Ministry of Finance replies that it cannot comment on this concessionary project as long as the conditions, criteria and documentation defined by the laws in force have not been met. Also, the Ministry of Finance brings to the attention of the Ministry of Environment that the costs of the project are planned to be covered within the annual budget approved by the Assembly.
During this time, the Concession Commission, set up by the Ministry of the Environment with members from this ministry, the Municipality of Tirana and the Concessions Agency, held its fourth and fifth meeting, where it decided to propose to the government that Integrated Energy BV The SPV was given a bonus of 8 percent of the points for the unsolicited proposal.
After the first rejection, on November 27, the Ministry of Environment again sends the request for approval to the Ministry of Finance together with the feasibility study and the draft concession contract.
Three days later, on November 30, the Ministry of Finance again rejects the approval. In the reply, the Ministry of Finance says that the Ministry of Environment has not clearly stated whether the municipalities of the Tirana district have foreseen the coverage of the fee in their mid-term budget. According to Finance, in relation to the bonus draft decision, on the one hand, it is determined that the Tirana incinerator concession will not have additional effects on the state budget because it is a private investment, while on the other hand, it is stated that the district municipalities will pay the deposit fee waste.
Enter the government
A week later, on December 7, the Council of Ministers approves the decision that gives the 8 percent bonus to the company Integrated Energy even though the Ministry of Finance did not approve the financing for this project.
After the approval of the bonus in the government, the Ministry of Finance is asked again to approve the financing of the project, but this time not from the Ministry of Environment, but from the Concession Commission. On December 27, 2016, the Commission held the minutes of the 7th meeting, where it decided to send the request for approval to the Ministry of Finance again, accompanied by the feasibility study and the draft concession contract.
Gati një muaj më vonë, në 23 janar 2017, ministria e Financave i ka kthyer përgjigje ministrisë së Mjedisit duke kërkuar sqarime shtesë në lidhje me efektet shtesë që do të kishte ky projekt në buxhetin e shtetit, analizën krahasuese se pse duhej me koncesion dhe jo të ndërtohej nga shteti, si do të përballoheshin kostot e shpronësimit si dhe sqarime për normën e kthimit të investimit.
Në 1 shkurt 2017, ministria e Mjedisit ka ridërguar për herë të katërt kërkesën për miratim në ministrinë e Financave.
Dy javë më vonë, ministria e Financave i ka kthyer përgjigje ministrisë së Mjedisit duke i bërë me dije që përpara se të shpallë procedurën e dhënies me koncesion duhet të reflektojë rekomandimet e ministrisë së Financave në shkresën e 23 janarit 2017, për efektet në buxheti, analizën krahasuese etj.
Në 21 shkurt, ministria e Mjedisit i ka ridërguar sërish kërkesën për miratim ministrisë së Financave duke pasqyruar në të materiale shtesë sipas rekomandimeve të Financave.
Në 2 mars, ministria e Financave refuzon për herë të pestë miratimin duke i kërkuar ministrisë së Mjedisit, që të marrë aprovimin nga qarku Tiranë, pasi projekti do të prekte financiarisht të gjitha bashkitë e qarkut.
Ndërkohë Alqi Bllako i kishte nisur sakaq shkresën për miratim bashkisë së Tiranës në 28 shkurt. Një muaj më vonë, në 27 mars, kryetari i Bashkisë së Tiranës i kthen përgjigje shkresës së Alqi Bllakos për miratim duke u shprehur parimisht dakord me studimin e fizibilitetit.
Një ditë më vonë, në 28 mars, ministria e Mjedisit i dërgon për herë të gjashtë kërkesën Ministrisë së Financave për miratimin përfundimtar të procedurës koncesionare.
Në goditjen e 6-të diga u ça. Në datën 6 prill, ministria e Financave e ka dhënë miratimin pa koment, duke i kujtuar ministrisë së Mjedisit se financuesi dhe përfituesi kryesor i këtij projekti do të ishte Bashkia Tiranë. Gjithashtu, në të njëjtën shkresë, Arben Ahmetaj i kërkon ministrisë së Mjedisit që të marrë miratimin edhe nga njësitë e tjera të qeverisjes vendore të përfshira në këtë projekt lidhur me përballimin prej tyre të riskut financiar të mosplotësimit të sasisë së mbetjeve.
