From August 1, with Decision No. 95, dated 28.07.2023 of the Special Court, the landfill of Tirana was seized from Klodian Zoto and Mirel Mërtir, and is administered by the agency of the Ministry of Finance, while the Municipality of Tirana is in the role of the public entity that deposits the waste.

In the landfill contract, it is defined as follows: Value 29 Euro/ton, including the deposit-burning of any type of urban and inert waste that is created in the territory of the Municipality of Tirana.
However, Sandër Frangaj, supported by Lali Eri, who issues permits and has fines and works blocked, concocted a scheme to extort the builders, forcing them to deposit any soil and inert waste in the landfill for a fee; value which, according to the head of the association of builders, Luigj Aleksi, is 12 million Euros per year, or a total of 60 million Euros for 5 years.
Two days ago, builders of buildings and companies that do public work through tenders, denounced in the "Pamphlet" that the gang of Aleksandër Frangaj continues to extort 5-7 Euros for every ton of soil and inert waste that goes to the landfill. of Tirana.
They say that at the urban waste weighing counter, payments for soil and inerts continue to be collected with illegal invoices, while the state administrator of the landfill, Arjan Baçi, tries to justify it, saying that there is a private contract between Klodian Zoto of the builders, when the entire landfill is state property, while the illegal millions went to Sandër Frangaj.
