The investigation by the Special Anti-Corruption Prosecutor's Office highlights the irregularities in the sterilization concession, for which the former Minister of Health Ilir Beqaj is currently under investigation.
According to the Prosecutor's Office, the costs that have been given to different hospitals throughout the country for sterilization do not coincide with the number of surgical interventions. No study has been done on the constituent elements of this service. Hospitals have not presented the specific cost for sterilization. There is no data on the costs of these hospitals, which have come up with such different figures for the same service.
For example, "QSUT has an expenditure of 185,584,418 ALL for 22,545 interventions, with an average of about 8,230 ALL per intervention. Durrës Hospital has an expenditure of ALL 20,462,694 for 3863 interventions, with an average of about ALL 5297 per intervention. Elbasan Hospital has an expenditure of 6103185 ALL for 2916 interventions, with an average of about 2093 ALL per intervention.
Investigating the Feasibility Study, the prosecution says that it has not been explained which of these estimated expenditure items are included in the service that will be handled by the PPP Concession project, for which this feasibility study was made.
Dislevel in the calculation of costs, SPAK has also found for the expenses for the administration of waste with biological risk in all hospitals of the country.
The cost for the QSUT is ALL 1,521,000. It is noted that there is a disparity in the amount of waste produced in some of the country's hospitals, says the file provided by Top Channel journalist Anila Hoxha.
"In QSUT for the year 2013, where it is said that 22,545 surgical interventions were performed, 5,000 kg of waste were produced. In the Elbasan hospital, where 2916 surgical interventions were performed, 20,000 kg of waste were produced. In Fier hospital, where 3086 surgical interventions were performed, 15,000 kg of waste were produced, while in Durrës hospital, where 3,863 surgical interventions were performed, 18,130 kg of waste were produced," the file states.
According to SPAK, there is a discrepancy and change in the figures on the amount of waste produced for the same hospitals such as QSUT, Elbasan, Gjirokastër and other hospitals.
According to the investigations, no analysis of the classification of surgical interventions was done in the Feasibility Study, that is, a quantitative analysis of how the division into three compactities of the total number of 50,000 interventions was made. The data were not obtained for the extraction of the quantity and costs for the other two included services "Sterile instruments" and "Sterilization-0oC".
There is no proven data on what are the criteria for classifying the categories of intervention intensity. There is no data on the constituent elements of the costs for each of the intervention intensities, since they have obvious differences in their prices. From the data, it is shown that the total amount of hall disinfection per year is 28,800. This figure is not justified as to where it was found and how it was administered by the commission.
It is not argued how the total number of hall disinfections in a year can be 28,800, when according to the projection a figure of 50,000 interventions per year has been calculated and at least 50,000 hall disinfections should be done, based on the Feasibility Study.
Meanwhile, GJKKO has left in force the security measure "Compulsion to appear" and "Prohibition of exiting the country" for the former Minister of Health, Ilir Beqaj. / TCH
