The Independent Qualification Commission, the Special Appeal Board (KPA), the Public Commissioners Institution (IKP) ask the assembly to increase the salaries for the administration of these three justice institutions. They also propose the reclassification of salaries for some posts and their unification in the three institutions of justice.
These three requests will be on the agenda of the assembly tomorrow. But it should be emphasized that this year the vetting in KPK ended.
Independent Qualification Commission
KPK has proposed salary increases for 6 administration positions. According to the KLP proposal, in the document published on the official website of the Assembly, signed by the chairman of the Independent Qualification Commission, Roland Ilia, the salary of the Secretary General is proposed to be increased from 150,000 ALL per month to 235,000 ALL per month. For the "Director" position, the proposal is to increase the salary from 107,000 ALL per month to 180,000 ALL per month.
For "translator" it is proposed to increase from 107,000 to 155,000, while for the Coordinator for media and foreign relations it is proposed to almost double the salary from 86,500 to 155,000 ALL per month.
For the "specialist" position, the proposed increase is from 65,200 ALL per month to 80,000 ALL per month. As for the salary of the Councilor at the Meeting of Commissioners and the Chairman, it is proposed to be doubled from 73,500 to 155,000 ALL per month.
"These changes are required after the legal and sub-legal changes that the entire public administration salary system underwent," says the KLP request.
In the proposal addressed to the Speaker of the Assembly Lindita Nikolla, it is clarified that this change does not bring any change in the total number of permanent employees of KPK, of 76 people. According to the document, the financial effect of the proposed changes is expected to be ALL 2,418,000 per year.
This comes after changes in the salaries of the administration with VKM 325/2023
Even the Special Board of Appeal proposes salary changes for 6 positions in the administration of this institution. According to the salary proposed after VKM of 2023, it results that the monthly salary of the director is less than that of the director in KPK, therefore they request reclassification
Therefore, the KPA requests the reclassification of the salary for the Director from class II-1, i.e. 155,000 ALL per month, to I-4, i.e. 180,000 ALL per month.
The reclassification of the salary for the Coordinator for media and external relations from class III-1, i.e. 115,000 ALL per month to II-1, i.e. 155,000 ALL.
It also proposes the change from the position of Secretary of the President to Advisor to the Assembly of Judges and the President and to have class II-1, i.e. 155,000 ALL
KPA also requires additions to the organic structure for 6 employees who are currently covered by 6 temporary contract employees as well as 2 support employees.
KPA consists of 57 employees.
Salary increase at the Institution of Public Commissioners (IKP)
At IKP, the reclassification of salaries for the administration adapted according to VKM 325/2023 is as follows.

IKP also proposes reclassification of salaries for the Director of the Directorate of Management of Issues and Relations with the Media and the Public and the Director of the Directorate of Economy and Support Services to become I-4, i.e. 180,000 ALL per month.
"With the reclassification of the salary for the organic function "Director" also adjusts the salary hierarchy, since the position "Translator" in the Directorate of Management of Issues and Relations with the Media and the Public has been treated, since the beginning of the institution's activity, with the same salary class with "Director" it is said in the relation.
For the coordinator position for media and foreign relations, retraining is proposed in II-1, i.e. 155,000 ALL
The financial effects of the reclassification of salaries for these positions for a budget year are about 1,500,000 ALL.
The requested changes in the reclassification of salaries following the previous changes in the structure and reclassification of salaries of the employees of the Institution of Public Commissioners, will have a positive impact on the motivation and sustainability of administrative employees, as well as a direct impact on coping with the increased workload of the work process, towards the end of the constitutional mandate of the Public Commissioners," the report states.
