The pact between Albania and Italy for immigrants is clarified. Although the government refuses to make it public, it has been leaked to the media and has many details.
According to this agreement, Albania appears to give Italy total control in Gjadër and Shengjin. Inside the camps, the Italians will be the ones who will make the law, while Albania will take care of security outside.
" The parties agree that the total number of migrants present simultaneously in Albanian territory, pursuant to this Protocol, cannot be higher than 3,000 (three thousand). The structures mentioned in point 1 are managed by the competent authorities of the Italian side, according to the relevant Italian and European legislation. Disputes arising between these authorities and subjects that will be accommodated in the aforementioned structures are subject exclusively to Italian jurisdiction ," the pact states.
It is further noted that the agreement will last 5 years, but with the right of renewal. So, in short, at least immigrants will continue to be sheltered for 5 years, but it may last even longer.
" The protocol will remain in force for 5 years. Except for cases where one of the Parties communicates with a warning at least six months before the expiration date its intention not to renew this Protocol, the latter will be renewed in silent form for another period of 5 years . it is said further.
According to the pact, the expenses for the adaptation of one or more structures for the entry of migrants into the territory of the Republic of Albania will be fully covered by the Italian Party.
" The structures, mentioned in Annex 1, will be built and managed, in accordance with the relevant Italian legislation, without the need for a building permit or other similar formalities required by the Albanian legislation. The Italian side only has the obligation to notify the Albanian authorities in advance of the project and the documentation related to the stability and functionality of the structures.
The Italian side undertakes to build, also, the structures dedicated to the Albanian personnel, which will guard the external perimeter of the areas, in order to implement the obligations according to article 6, point 2, of this Protocol.
The Albanian side facilitates the provision of services necessary for the operation of the structures mentioned in Annex 1, for which conditions no less favorable than those applied to similar structures will be applied. The costs necessary for the provision of these services are fully covered by the Italian Party ", it is further stated.
But in the pact it is noted that Albania will not have any benefit from this agreement. The only thing that is said there is that the expenses that will have our authority will be reimbursed by the Italian government. / Pamphlet
