630 missing wiretaps: the scandal that shakes trust in SPAK and Altin Dumani

The previous head of BKH, Aida Hajnaj, has reported to the FBI and international partners that prosecutors and SPAK leaders have intentionally concealed hundreds of legal wiretaps that implicated senior officials, businessmen and powerful people in criminal affairs...

Even within the structure of SPAK, considered the main institution of the new justice system, there are clientelistic, favoritism and tolerance practices towards corruption and crime cases, just like in the old justice system. This fact has been made known in official reports forwarded to international partners by the outgoing head of the National Bureau of Investigation, Aida Hajnaj. She has informed both FBI officials stationed at the BKH, as well as the bosses in the United States, about specific cases where sector heads and some SPAK prosecutors, connected to interests outside the institution, have left out of the criminal files a total of 630 wiretaps conducted by investigators.

These wiretaps were carried out on the orders of the relevant prosecutors and contained concrete telephone and electronic data that included conversations, messages and important information for criminal cases. But in most cases, they were not included in the file due to the influences and connections of the individuals tapped with officials of the judiciary, government, police, military, diplomacy and powerful businesses.

According to Hajnaj's report, many of these intercepts have revealed involvement of high-ranking figures in criminal activities and corruption, but were ignored by SPAK leaders and prosecutors, who claimed that there was insufficient supporting evidence to build charges. In reality, the report emphasizes that these intercepts were sufficient to launch strong criminal proceedings.

In some cases, wiretaps have been deleted on the grounds that there was no additional evidence. In other cases, they have been used for blackmail and bargaining through intermediaries connected to high-ranking government and judicial structures. The report also reveals that wiretaps have been used as a tool to keep important individuals under control who would otherwise not face justice.

This scandal, in addition to being reported to the FBI chiefs, was also made known to the head of SPAK, Altin Dumani, whom Aida Hajnaj included in the report as an accomplice in the plots and bargains of concealing these wiretaps, along with a group of prosecutors designated within the SPAK institution./ Pamphlet
