The Elbasan Prosecution Office is making every effort to protect the owners of the company “Nelsa Sh.pk”, which poisoned 70 children in a state kindergarten in Gramsh, by distributing contaminated food. The main reason is the direct connection between the Mayor of Gramsh, Besjon Ajazi, responsible for food and hygiene control, and his brother, Kreshnik Ajazi, head of the Elbasan Prosecution Office. Meanwhile, the government and its highest leaders, including Edi Rama, Minister of Health Albana Koçiu and Minister of Education Ogerta Manastirliu, have passed over the event in criminal silence, further rewarding the perpetrators with other public tenders.
Instead of terminating the contract with the company that poisoned children, the government continues to award new tenders to “Nelsa Sh.pk” for the supply of food to kindergartens, nurseries and public hospitals. In the Public Procurement Bulletin dated June 2, 2025, the General Directorate of Kindergartens and Nurseries of Tirana announced the winner of a contract worth 700 million lek to the company “Nelsa Sh.pk”. This scandalous decision comes just a few weeks after the incident in Gramsh and proves that the bargaining with children's food does not stop, even after putting lives at risk.
The company “Nelsa Sh.pk” has been awarded 220 tenders for food supplies to nurseries, kindergartens, dormitories and hospitals. The real owner, Nexhmi Balla, previously arrested for fraud and corruption with food tenders for prisons, has legally transferred the company to the name of his daughter, Elsa Kamberi (Balla), while maintaining control over the business. Despite this, he continues to receive millions of euros from public funds, with the blessing of directors and ministers of the “Rama” government.
After the Gramsh poisoning, instead of ordering a criminal investigation and terminating contracts, the Prime Minister ordered the Director of the National Food Authority, Manush Kullolli, to publicly declare that the food distributed by “Nelsa Sh.pk” was safe. He even publicly threatened the media that denounced the case, proving once again the government’s direct connection to the affair.
This is the governing model: a government that sells children for a tender, a justice system that is silent when the prosecutor's brother is mayor, a food authority that lies in front of the cameras, and a company that "feeds" everyone with euros. / Pamphlet
