Edi Rama presented the removal of the Centralized Purchasing Agency from the Ministry of Interior and its transfer to the Ministry of Economy, Culture and Innovation as an act to avoid the massive corruption that accompanied this agency.

But in reality, he simply took it away from the "chicks" of the Ministry of Interior and, from March 1, 2024, he transferred the special tenders carried out on behalf of the Prime Minister's Office, ministries and many other institutions to his favorite minister, Blendi Gonxhja, giving him free rein over a new source of public funds. One of these tenders is the one for cleaning beaches in the territory of six municipalities, divided into two lots and carried out with two separate procedures.

The first lot has a value of 260 thousand euros with VAT and has as its object the cleaning of beaches in the territory of the Municipality of Shkodra, awarded to the company "Alko Impex Construction". The second lot is worth 1 million and 40 thousand euros with VAT and includes the cleaning of beaches in Durrës, Kavajë, Rrogozhinë, Divjakë and Fier, and was awarded to the company "Fusha sh.pk".

In formal terms, according to the law on public procurement, both companies have applied and won the tenders with their respective offers. But Minister Blendi Gonxhja, under the guise of the agency under his command, has developed a process completely outside the competences of the Ministry of Economy, Culture and Innovation.

Firstly, because all relevant municipalities have cleaning companies and it is their legal duty to clean the beaches with their own funds or through grants allocated by the government.

Secondly, because a large part of the coastline has been given under use contracts to hotels, resorts and government-affiliated operators, who, according to contracts signed with the Ministry of Environment and municipalities, are obliged to clean these areas themselves. So we have a service that is either performed, or should be performed by someone else, and not from the state budget.

With this maneuver, Blendi Gonxha, known as a master of paper bargaining and fictitious procedures, has built a clear scheme for political benefits and rewards through inflated and unnecessary tenders. The fact that this is done for services that are already contracted or required by private users of the coast, makes this tender a pure act of abuse of public funds. And when the funds fall into Gonxha's hands, history has shown that he treats them as private assets, passable through well-known "laundering" channels with documents signed with public names. / Pamphlet
