The organization has 10 partners with 10% of the shares, some of them famous drug traffickers.
The shareholders are: Mayor Qemal Bey, fish businessman Gjergj Luca, Dorian Bey, Syrjan Tola, Klodjan Kapiti, Helidon Rruga, Nazmi Kokomani and Alban Bala.
On October 20, 2023, the Italian police announced that they had been able to arrest 3 Albanian drug traffickers in Italy, who were part of a cocaine trafficking gang in Milan, a group that has been targeted by the Italian authorities since 2017. It is announced that in Albania 3 million euros of assets were seized from the trio, including a fishing boat.
They are Emirjan Bey, Syrjan Tola and Dorian Bey.
Emirjan Beun, a well-known name in corruption and trafficking, is the son of Qemal Beun, chairman of the Fisheries Management Organization in Durrës.
Dorian Bey and Syrjan Tola are members and shareholders of the Fisheries Management Organization in Durrës, which is run by the father of trafficker Emirjan Bey, Qemal Bey, where Gjergj Luca is also a member and shareholder, filed in secret police reports as an early drug trafficker .
Luca has been disguised as a drug trafficker in collaboration with Pëllumb Gjoka, Roland Ziu, Jani Morava, Artur Gjinin, Arjan Andonin and Agron Metvelaj.
In the documents submitted to the NRC, Gjergj Luca correctly recorded only his name and date of birth (30.08.1964), while he lied about his place of birth and residence, in order to hide his tracks.
A 'zero' has even been inserted into the date of birth as if by accident.
Meanwhile, the connection of 3 traffickers Emirjan Bey, Syrjan Tola and Dorian Bey in business with Gjergj Luca was hidden from the 'independent' media, which seems to be paid every month by Luca.
There is no doubt that even after these facts, the news will not be covered, as the payments are stopped and Luca classifies them as 'scumbag media'.
According to him, the professional and honest media are only those that hide the truth and make it cool for him.
In this context, Luca has also undertaken an initiative to regulate the media, in cooperation with a former corrupt DP official (Vesho mallisti), to whom he pays 2.4 million lek per month.

Emirjan Bey is a well-known name and a known drug trafficker with a corruption record.
Emirjan bribed the prosecutor of Kukës, Edmond Karriqi, by giving him a 2 thousand euro bribe for easing the security measure for a group of young people who were caught with drugs.
On June 30, 2021, along with prosecutor Karriqi, Emirjan Bey, Dritan Dedja and Isuf Bega were also arrested.
But, Emirjan Bey managed to break the prison and justice, continuing the activity of drug trafficking.
Meanwhile, the daughter of Qemal Bey, Florida Bey, appeared in the corruption scandal of former Deputy Minister of the Interior Rovena Voda.
How Emirjan Bey escaped arrest
In January of this year, SPAK issued 21 arrest warrants for gang members, among them Braniol Liço, Braniol Ago, Gernard Beu, Gernard Ago, Emirjan Beu, Dorian Beu, Syrjan Tola, Igli Lala, Oltion Lala, Ramazan Grada, Florid Vukaj , Renato Zefi, Rexhep Dallupi, Alfred Luli, Gjergji Luli, Saimir Prenga, Lorik Prengaj alias Fabio Prenga, Francesco Çeçi, Ilir Duro, Lulzim Selimi, Dhimitër Nina, Eledjo Dedej, Enkeleda Bakalli, etc.
Even then, the fact that some of the members of the drug organization were also members of the fish organization in Durrës, with Gjergj Luca as a shareholder, was not reported.
Emirjan Bey escaped arrest at that time together with Dorian Bey and Syrjan Tola, members of the fish organization. They were allegedly notified of the action.
In a notebook seized by the Prosecutor's Office, notes were found about Emirjan Beu's role in the delivery of narcotics for a period of 7 years.
The organization not only trafficked drugs to Italy, but also dealt with the distribution of drugs in the country, especially in Durrës.
Strong suspicions arise that the fish organization may have been created for the affairs of the drug organization.
The role of the police, on the scene a fishing boat
Although the gang was hit back in January this year, surprisingly their assets were not affected.
Only after the Italian police arrested the three members of the cocaine gang and referred the materials to the Albanian authorities, the investigative structures of the State Police seized over 1 million euros of assets from the 3 traffickers, including 1 fishing boat, 1 apartment, 1 garage, a coffee bar, 3 shops and 2 fishing companies along with their assets.
The police have deliberately not clarified which are the two fishing companies that have been seized, due to the implication of other persons with strong political connections.
It is not known if the Fishing Management Organization in Durrës has also been seized, with the shareholders of the two drug traffickers, Dorian Bey and Syrjan Tola, with chairman Qemal Bey, the father of the cocaine boss Emirjan Bey.
It is not known which company the fishing vessel belonged to and who used it before. But there is no doubt that cocaine has 'whitened' the Fishing Port.
