But because of his greed, the citizens are suffering. Fatmir Bektashi's "Kontakt" company has built the "Mangalem 21" complex, a complex that was completed about 2 years ago. But the residents of the recently built buildings have not yet received their apartment mortgages.
According to a complaint received by "Pamphlet", the complex has 33 buildings. However, buildings 30, 31, 32 and 33 have not yet been mortgaged by the Cadastre.

As is commonly done now, almost all citizens reserve the apartment while it is under construction, with the agreement that after it is built, the remaining part of the payment is made and then ownership of the apartment is taken. The residents of the buildings in question were promised that in the summer of 2023 they would have their mortgages in hand, which has not happened to date.
According to the residents themselves, who have inquired at the company's offices, parking spaces have become a problem. According to the new rules, every new building that is built must cover every apartment with parking spaces. For other buildings, Bektashi has implemented this rule, but not for the buildings that he built last and this has caused the process for the 4 buildings to be blocked in the Cadastre.
Like the tricksters that they are, the residents say that the company "Kontakt" is expected to use the construction of the adjacent complex "Mangalem21/Kadiu" to fill the parking spaces for the buildings in question. The residents have been deceived for years with "it won't come out today, not tomorrow" and now they have been promised when the new complex will be finished. Maybe it's the next scam, but they warn that they will follow the legal path if the company continues to lie to them.
But despite such irregularities, Bektashi does not stop. He obtains building permits whenever he wants, as he is expected to start concreting Pogradec very soon. /Pamphlet
