Deputy Minister of Education, Ana Kapaj, is not resigning, although at the request of SPAK and the decision of the Special Court, her husband Ilir Kapaj, Vice-Rector of the Agricultural University of Tirana, is under "obligation to appear".
He is under this criminal measure because, during the economic and financial investigation at the Agricultural University, SPAK has found evidence and evidence that the husband of the Vice-Rector of the Deputy Minister of Education, Ana Kapaj, is part of the "gang" that made the deals and sponsored the falsifications and thefts with tenders.
But after this scandal, even Prime Minister Edi Rama is not dismissing Deputy Minister of Education Ana Kapaj, while Minister Ogerta Manastirliu has authorized her to conduct an administrative and financial audit of the Agricultural University of Tirana.
So, a ministry director will check the economic and financial files of the university where her husband, the director, also has the name, contacts, and documents as an accomplice in the theft of 900 million lek discovered so far.
We would like to clarify that the husband of the Deputy Minister of Education was appointed Vice-Rector in September 2020, when she was a member of the Senate at the Agricultural University of Tirana.
But the abuses at the Agricultural University were also approved by the Board of Administration, where the university has 4 members, while the Ministry of Education has 3 members appointed by the minister in September 2022 for a term of 5 years, who were left out of the investigation even though they signed every expense.
Before being appointed Deputy Minister of Education, by Babloku's selection and decision, Ana Kapaj was a Member of the Vetting Commission at the State Police, while Minister Ogerta Manastirliu delegated all powers for appointments, dismissals, tenders and internal audit controls to the Ministry of Education./ Pamphlet
