44 million euros of tenders and towers in the heart of Tirana

When it comes to "big fish" who have put their hands in the state treasury, Hamz Islamaj is one of those who sails calmly in the waters of state tenders. The owner of BE-IS shpk, the company that has captured the biggest contracts from the Reconstruction, the Albanian Development Fund, the Albanian Road Authority and the Ministry of Infrastructure, has 'devoured' 44 million euros in just five years!
How does this happen? Simply: one hand washes the other! His company has secured state funding without real competition, as his strong connections ensure that everything goes smoothly.
Hamz Islamaj did not earn millions by waiting by chance. He has friends and partners in the right places. One of them is Ermal Nufi, who you find wherever there is public money. Nufi is not just an ordinary lawyer, he is a cabinet director at the Ministry of Infrastructure, a Board Member at the Cadastre, “Albpetrol”, a board member at ARRSH and at the company “Alabbar” in Durrës. His brother, Edmir Nufi, is a partner with Hamz Islamaj in the container transport company “MARITIME LOGISTICS”. So, one hand signs the tenders, while the other collects the profits!
BE-IS shpk is not satisfied with that: after milking the state, it is also cleaning up its tracks! As if corruption with tenders were not enough, Islamaj has now set his sights on building a 27-story tower in one of the most expensive areas of Tirana. A luxurious property, where a square meter sells for up to 4,000 euros. More precisely, KKTU has granted a Building Permit for the object: “Residential and service building 27 floors above ground”, located in the Municipality of Tirana, with the development companies “2T” sh.pk and “Be-Is” sh.pk as developers .
As a reminder, the company "2T" Sh.pk belongs to Gramos Sako, the former head of the guard who built Linda Rama's 4-story mansion for free on a flowerbed near the Institute of Hygiene in Tirana.
The question that arises is simple: How can a company that gobbles up millions from the state budget turn public money into private investments worth millions of euros? The 27-story tower is a new pyramid, where Albanians' money disappears into the luxurious concrete foundations.
To put it bluntly: if the money gained from BE-IS shpk tenders has been transferred to private companies connected to public officials, then we are dealing with a pure money laundering scheme. The millions stolen from the treasury disappear into real estate investments, and thus, everything seems “legal”! /Pamphlet
