For the first time in 33 years, a private company undertakes to reconstruct the government hall for free, while Rama presents it as a "gift", but the law calls it a violation of public procurement rules...

On September 1, 2025, Edi Rama signed Decision No. 479, before the Council of Ministers met on September 2. The document proves once again that the prime minister treats the government like a private company.

The decision clearly states: the reconstruction and redesign of the meeting room and its lobby in the Prime Minister's Office will be carried out free of charge by a private company. The project will be managed by the Directorate of Government Services, directly subordinate to Rama. The text contains the term "Donation Agreement", an agreement between the state and a private entity.

This is the first time in 33 years of transition that a prime minister has struck such a deal with private individuals for government facilities. Meanwhile, the same prime minister spent 4 million euros from the state budget to build the "Garden of Eden" in the prime minister's office, for personal pleasure.

Five questions waiting to be answered:

1. Which is the "generous" private company that is financing the project?

2. What favors has he received and will he receive from the government in exchange for the "gift"?

3. Why doesn't the government, which paid millions for private luxury, also finance the hall where the cabinet itself meets?

4. What is the real investment amount?

5. Is the hall's furniture included in this gift?

The government decision refers to Article 53 of Law No. 162/2020 “On Public Procurement”. But this article provides for a public tender with state funds and publication of the fund limit. In this case, there is no tender, no transparency, no announced fund.

In fact, we don't have a "gift", but another bargain. Rama calls it a donation agreement, but in practice it is a clientelist contract. The government comes in with documents, the company comes in with money, and citizens are left with the eternal doubt: who pays and what does he get in return? / Pamphlet
