In the collaboration between trafficker-builder Arben Sadik Muçobega and Prime Minister Edi Rama, as well as Minister Mirela Kumbaro when she headed Tourism and Environment, "Pamphlet" has uncovered a land grabbing scheme with false documents on the seaside in Himara.
With Decision No. 13, dated September 25, 2024, the National Territorial Council, led by Edi Rama and upon the proposal of Minister Mirela Kumbaro, approved the permit for the construction of a multifunctional resort with a hotel, villas and services in Himara, by the companies "Bega-07 Sh.pk" and "Capital B Sh.pk".
The resort will include a "5 Star" hotel and villas, along with service facilities such as restaurants, SPA, event area, swimming pool and aquapark, on a total area of 101,288 m² by the sea, which turns out to have been fraudulently looted and removed from the protected natural area without any government decision.
On April 15, 2024, the owner of the company "Bega-07 Sh.pk", Arben Muçobega, after having occupied and started construction without permission in the Llaman Bay, between the Porto Palermo and Potom areas of Himara, submitted a request to the Strategic Investment Committee to be treated as a strategic investor, in order to benefit free of charge from the occupied area of 10.1 hectares by the sea.
With Decision No. 6, dated May 7, 2024, the Chairman of the Strategic Investment Committee, Edi Rama, rejected the request with this official response:
"Rejection of the request for the inclusion of the investment project 'Resort in Llamani Bay', Himara Municipality, in the special procedure and the support offered by this status, as the project area does not have an initial registration in the Cadastre, a non-registration which prevents further legal action from being taken by the institutions."

In the explanatory text, Edi Rama emphasizes that for the project with an area of 101,288 m², in ZK 1952, Llamani Bay, Himara Municipality, part of the area is claimed to be state-owned.
In fact, the entire area is state property unregistered in the Cadastre, a deficiency that the trafficker Arben Muçobega exploited to occupy through false property inheritance documents, although his family origin is from the village of Kamçisht in Tepelena.
These false documents were fabricated after the rejection made by Edi Rama as chairman of the Strategic Investment Committee, confirming that the resort's surface is unregistered in the Cadastre, because it is a rocky coastal area, not farmland, land, beach or forest.
But just five months after the rejection of the "Strategic Investor" status, Prime Minister Edi Rama himself and Minister Mirela Kumbaro, with Decision No. 13, dated September 25, 2024, granted trafficker Arben Muçobega permission to build the "Amantes" resort on an area of 10.1 hectares of land.
SPAK must investigate the documents with which the builder-trafficker Arben Muçobega obtained the land where he began construction of the resort in Llamani Bay, Himara, in collaboration with Edi Rama and the "godmother" Mirela Kumbaro.
It should also be investigated that, according to the project, the investment of this coastal resort is 63 million euros, while Arben Muçobega's company "Bega-07 Sh.pk" has only 1.3 million euros in capital, while the shadow company "Capital B Sh.pk", as a co-financier, has been resulting in financial losses for five years.
