On December 30, 2025, Edi Rama signed Decision no. 827, with the subject: "Some additions and changes to Decision no. 355, dated 20.04.2018, on the transfer of state property in Karavasta to the company 'Agro Iliria Group', for support of strategic investment".
Partners of this company are Ilir Trebicka and Russian oligarch Oleg Deripaska, sanctioned by the US for financing Vladimir Putin's power and for Russia's influence in the Balkans and Albania.
The decision signed by Prime Minister Edi Rama on December 30, 2025 states:
"In points 2, 4 and 5 of Decision no. 355, dated 20.04.2018, this change is made: to the surface area of 131 hectares in the Karavasta area of Divjaka, an area of 68.8 hectares of land for agri-voltaic activity is added", and this surface area is included in the strategic investment area for the company "Agro Iliria Group".
While the US Department of State (DASH) calls for blocking and cracking down on Russian influence in Albania, Prime Minister Edi Rama is doing the opposite, continuing to grant business licenses and donate state assets to Russian oligarch Oleg Deripaska, partner with Ilir Trebicka.
In fact, Edi Rama, with Decision No. 6/4, dated April 19, 2018, donated 800 hectares of land to Ilir Trebicka and Oleg Deripaska; later he added 131 hectares, while on December 30, 2025 he added another 68.8 hectares.
Two developments related to Edi Rama's favors for the "McGonigal-Deripaska" network
On October 16, 2025, two developments occurred related to the same names and the same network supported by Prime Minister Edi Rama with licenses and "Strategic Investor" status.
– In New York, federal judge Jed Rakoff sentenced former Russian diplomat Sergei Shestakov to prison for collaborating with former FBI agent Charles McGonigal in evading sanctions against Russian oligarch Oleg Deripaska.
– In Tirana, Edi Rama gave the project of the "Asllan Rusi" Sports Palace and the permits for the towers around it to the "Trema Tech Sh.pk" company group of businessman Ilir Trebicka, Deripaska's partner in this construction company, suspected of laundering billions of dollars from corruption in Albania and the trafficking of the Russian mafia.
According to an FBI report in September 2023, Ilir Trebicka and Oleg Deripaska are secret partners in several Russian-capitalized companies in Albania, operating in tourism, construction, and energy.
The black channels of Russian money invested in Albania
The FBI report talks about the penetration of Deripaska's funds into Albania through the dark banking channels of Raiffeisen Bank, international transfer agencies, and offshore companies working with the Albanian government.
In Albania, Russian funding passes through Trebicka's companies, while the Financial Intelligence Agency, SHISH, and Anti-Economic Crime are silent, as they depend on Prime Minister Edi Rama.
In the "Trebicka-Deripaska" file, which has been in SPAK's files for three years, the FBI has identified the following companies as the main money laundering channels: "Agro Iliria Group", "Drimadhe I&I", "X-One", "Media Call 2000", "Trema Investment", "Trema Investment 2", "Pelikan Energy", "Niko P&I", "Shushica Energy" and "Trema-Gjoka JV".
This file, silenced by SPAK and closed by political order, is further proof that behind Edi Rama's "strategic" investments lies a Russian financial chain, which passes through oligarchs, banks and construction companies, while Albanian justice does not act./ Pamphlet
