The fact that the company "Bega 07 Sh.pk", owned by drug trafficker Arben Sadik Muçobega, was a modest construction business in the "Çlirim" village of Fier until 2007-2020, with annual profits of 10-35 million lek, had raised suspicions about its involvement in the group of oligarchs.
This suspicion has been dispelled by his connection with Minister Mirela Kumbaro, known as the "godmother" of drug trafficker Arben Muçobega, who acts as a guarantor for Prime Minister Edi Rama and negotiates and secures construction permits for hotels, resorts, palace complexes, villas and towers on the coast, in Tirana and Durrës.
Reports from SHISH, the Financial Intelligence and Economic Anti-Crime Agency have informed the justice authorities that Arben Muçobega invests millions of euros from corruption and trafficking.
The National Territorial Council (NTC), led by Prime Minister Edi Rama, has not implemented the "Anti-Mafia" law before issuing any construction permits, by not requiring trafficker-builder Arben Muçobega to declare the sources of financing for resorts, hotels, towers and palaces.
We are referring five construction permits, signed by Prime Minister Edi Rama and Minister Mirela Kumbaro, to the Director of SPAK, Klodian Braho, to investigate the laundering of corruption and trafficking money by Arben Muçobega, because the total value of these investments is 170 million euros, while his company has only 1.3 million euros in capital and 11–35 million lek annual profits.
Five construction permits issued by KKT within 1 year, two of them within 1 day:
· Decision No. 34, dated April 2, 2024, for the approval of the development permit for the facility "Tourist, residential, hotel and services resort with 1, 2, 3, 4 and 5 floors above ground and 2 underground floors" in Potam-Himara, by the company "Bega-07 Sh.pk".
· Decision no. 53, dated April 2, 2024, for the approval of the development permit for “Residential and service building with 7 to 9 floors above ground and 1 underground parking floor” on “Pavarësia” street, Durrës, by the companies “Bega-07 Sh.pk” and “AKT Group Sh.pk”.
The company “AKT Group Sh.pk” is owned by Kristi and Armand Muçobega, the son and grandson of Arben Muçobega; it has capital of 100 thousand lek and has no activity or tax balance.
· Decision No. 15, dated July 9, 2024, for the approval of the permit for the “Residential and services building with 11 to 22 floors above ground and 4 floors underground” on “Teodor Keko” Street, Unaza e Re, Tirana.
· Decision No. 13, dated September 25, 2024, on the approval of the development permit for “Multifunctional resort, hotel, villas and services” in Himara, by the companies “Bega-07 Sh.pk” and “Capital B Sh.pk”.
The co-investment company "Capital B Sh.pk", owned by Redjan Basha, has capital of 100 thousand lek and a balance sheet with a loss of 137 million lek; however, both are partners in the construction of the resort in Llamani Bay, Porto Palermo.
· Decision no. 37, dated September 25, 2024, for the approval of the development permit for “Residential and service building with 2, 12–30 floors above ground and 4 floors underground” in the Unaza e Re area, Tirana, by the companies “Bega-07 Sh.pk”, “Ere Architecture & Construction Sh.pk” and the builder Alban Bitraj.
The company “Ere Architecture & Construction Sh.pk” is owned by Etleva Shkoza, with capital of 100 thousand lek; while Alban Bitraj is the builder from whom a 9-story building in Tirana was confiscated.
These five construction permits for the trafficker Arben Muçobega were signed by Edi Rama and represent a total investment value of 170 million euros, without declared sources of financing. In total, the investments related to this network reach around 350 million euros, which should be the subject of investigation by SPAK./ Pamphlet
