Besfort Lamallari announces a criminal amnesty that does not exist and compensation for owners without funds, justice turns into a state fraud office...
During campaigns, governments make promises, do not keep them, lie to justify themselves, remain silent and wait for the next campaign to lie again with the same promises, or when they confront citizens.
Meanwhile, the case of the Minister of Justice, Besfort Lamallari, is special: in the last two days of the year, without being in the campaign, without having made any promises and without needing votes, he came out and lied publicly about two sensitive issues, which belong to two categories of society.
Criminal Amnesty Fraud
On December 29, 2025, Minister Besfort Lamallari said:
– “We approved the Criminal Amnesty, through which 380 prisoners will benefit from immediate release and approximately 900 convicts will receive reduced sentences.”
But no convicts were released from prison and it is unknown whether there will be any releases, because the Minister of Justice lied publicly, as no criminal amnesty has been approved.
In fact, there is no official proposal from him in the government, no draft project in the Assembly, and no study or list of beneficiaries. Because if there was a project for amnesty, Prime Minister Edi Rama would have trumpeted it without a second thought and would not have let Minister Lamallari announce it.
It is known that the criminal amnesty is drafted by a working group with representatives and experts from the Ministry of Justice, the General Prosecutor's Office, the State Police, the Supreme Court, and the Prisons Directorate, who draft the lists and implement the amnesty only after approval in Parliament.
No such discussion or procedure has taken place, while the Minister of Justice, Besfort Lamallari, declared the Criminal Amnesty a fait accompli, and even announced the number of those who would be released and receive reduced sentences, lying publicly.
Fraud for financial compensation of former owners
On December 31, Minister Besfort Lamallari made this official announcement:
– “We just approved the list of 3,527 entities in 13,000 families, who are compensated by the Property Treatment Agency for the remaining 30%, with funds of about 1.4 billion lek from the budget allocated by the government.”
But even regarding the financial compensation of the former owners, Minister Lamallari lied publicly.
First, on December 31st, the government did not hold any meetings.
Secondly, even at the meeting on December 30, the government did not approve decisions on financial compensation for the former owners.
The Ministry of Finance currently has no funds to compensate former owners and, according to information, there will be no funds until September 2026. Meanwhile, the Minister of Justice comes out and lies publicly, as if the State Treasury has transferred payments to the bank accounts of 3,527 former owners.
Albanians are fed up with the lies of government officials, but when the Minister of Justice comes out and lies publicly about extremely sensitive issues, one must understand that there is no longer any hope for justice, or more precisely, justice in this country has "gone downhill".
Because the Ministry of Justice and the minister himself are supposed to be the institution of justice, where citizens denounce injustices and seek justice, including former owners who are deceived, dragged, manipulated, and harassed by prosecutors, judges, notaries, and bailiffs.
But especially from the Property Treatment Agency and the Cadastre, which are subordinate to the Minister of Justice, Besfort Lamallari, who, instead of reforming these public services, has begun to publicly deceive along with them./ Pamphlet

Kush janë vendimet dhe nëse ato janë implementuar, dmth a kanë marë kompensim familja që ka depozituar dosje? Ku është lista në Drejtorinë e Thesarit të Shtetit për familjet që janë kompensuar? Në çdo vendimarrje të Komisionit Shtetëror do duhej të ishte Dëshmia e Trashëgimisë. Ku ruhen dosjet? Ministria e drejtësisë , Ministria e Financës, Ministria e Brëndshme, Kadastra,ATP me kapot respektiv janë të përfshirë në konspiracion.
Sa here qe pushteti ndihet ngushte dhe ndjen se ka rrrjedhje elektorati per shakun e skandaleve dhe keq qeverisjes, apo ne prag votimesh, leshon premtime te tilla per te ndaluar sa te mund rrjedhjen…
