In SPAK's investigative actions, there is a double standard approach, regarding files on government officials known as close friends of Prime Minister Edi Rama and promoted and appointed by him.
Some who have been identified by Babloku as his "enemies" immediately end up in handcuffs without official charges; while those he wants, despite having records of corruption and economic-financial affairs with him, SPAK lets them go free, pretends to investigate them and drags them out endlessly.
This double standard creates the belief that the "button" of Altin Dumani and his subordinates is in the hands of Rama, who, with his psycho-paranoia, is using SPAK as a "cobra" to politically eliminate those who create nightmares for him as if they want to take his party and government seat.
The scenario that crucified the "enemies" Erjon Veliaj and Arben Ahmetaj
It is a fact that Erjon Veliaj was arrested on suspicion without criminal charges, and within 4 months, prosecutor Olsi Dado "sewn up" his file and, with the approval of director Altin Dumani, took him to trial.
In parallel with SPAK's record speed, Edi Rama took over the leadership of the Tirana Municipality, removed those listed as "loyalists" of Erjon, and is preparing early elections for mayor.
Meanwhile, according to the law on local government, the mayor's mandate ends when he commits a proven serious crime, when he is dismissed by the prime minister for violating the law, when he is sentenced by a final decision, when he is certified by a forensic medical commission that he is mentally and physically incapable of performing his duties, or when he is absent from duty for 3 consecutive months without reason.
In the case of Erjon Veliaj, none of these legal definitions and circumstances exist, even the 3-month absence from duty is due to his arrest and is classified as "failure to appear at duty with reason"; just as Rama and the SP parliamentary group called Sali Berisha's 6-month absence from parliament during house arrest "with reason" and did not remove his mandate as an MP.
Former Deputy Prime Minister Arben Ahmetaj, within 1 month after the Prime Minister threatened to send him to prison, was arrested by SPAK and within 4 months the investigation was closed and he was brought to trial, while Rama and the SP MPs, 24 hours after completing 6 months of absence from parliament, removed his mandate, while his absence was due to an arrest warrant from SPAK.
The Inviolability of Frida Krifca, Ogerta Manastirliu and Olta Xhaçka
The facts show that the SPAK "button" is in Edit's hands even for the files of the 3 ministers Frida Krifca, Ogerta Manastirliu and Olta Xhaçka, who are untouchable by justice, even though they have signed many serious financial affairs.
For example, in June 2021, the EU, through the Anti-Fraud Office (OLAF), filed a criminal complaint with SPAK against Frida Krifca, for abuse of EU funds for farmers.
While to this day, when 4 years have passed, SPAK has never questioned Krifca and has not initiated an investigation into him, an action that creates strong suspicions that the file is being buried by Prime Minister Edi Rama in collaboration with Altin Dumani.
For 4 years, SPAK has not completed the investigation into former Minister of Health, Ogerta Manastirliu, regarding fictitious secret tenders during the "Covid 19" pandemic and for concessions for the sterilization of surgical and laboratory equipment; although former Minister Ilir Beqja, 3 health officials and one of the concessionaires have been arrested for surgical equipment.
During the 4 years of investigation of 3 files, former Minister Ogerta Manastirliu was summoned only once by SPAK on February 19, 2024, as a "person in the know", when she signed 30 million Euro fictitious secret tenders for medicines, the amendment and falsification of a contract with 70 million Euro in favor of a private party, and theft through the concession of laboratories.
But Manastirliu has not been made a "person under investigation" for these 3 affairs, because Babloku has not yet pressed the "button" for SPAK, and has even appointed her Minister of Education and made her an MP again.
For almost 3 years, SPAK has not closed the investigation into former minister Olta Xhaçka, accused of using an army helicopter during electoral meetings and for the Limioni Military Seaport concession affair in Saranda.
She was summoned only once by SPAK on April 7, 2023, as a "person in the know", while SPAK dismissed the file with her husband Artan Gaçi, for the "Strategic Investment" resort on 10 thousand m2 of state and private property looted with false documents in Himara./ Pamphlet
