The mayors seem to have given Edi Rama a headache regarding the so-called "Mountain Package".
For several months, the head of government has been exerting extraordinary pressure to give public property to oligarchs, but not everyone is obeying him.
Today, in the meeting he had in Golem with the heads of municipalities, Rama increased the dose of threats, warning the socialist heads of municipalities that if they do not provide him with the list of properties within the framework of the "Mountain Package", they will not run again in the next elections.
" We had a meeting for the Mountain Package, today not all municipalities have completed the first phase. It is unacceptable. What should be the objective? The first day it was announced on the website there were over 700 interests from Albanians abroad, it is a sure instrument to attract every Albanian from abroad. How is it possible that the first phase has not yet been completed? What is this great science to determine the map? However, I have asked the director of the National Planning Agency to be available to each municipality for maps for whatever you need. And I have asked Minister Demo to set a target for each municipality ," said Rama.
In fact, referring to government decisions, only 10 socialist municipalities have declared the first areas with "priority for the development of the mountain economy", within the framework of the "Mountain Package", while 43 others led by the Socialist Party have not done so.
According to the government's decisions, the only municipalities that have complied are: Klos Municipality, Vau i Dejës Municipality, Mat Municipality, Shijak Municipality, Shkodër Municipality, Kukës Municipality, Belsh Municipality, Elbasan Municipality, Përmet Municipality and Skrapar Municipality.
According to the law, "An area with priority for the development of the mountain economy" is an area which, due to the characteristics offered by the landscape, natural resources, cultural heritage or the set of outdoor activities it offers, constitutes potential for economic development and the promotion of investments...
The law provides for support for only 500 projects, which will be selected on the basis of development plans that applicants must submit. Beneficiaries, who can be individuals or registered businesses, will not pay any taxes for 10 years, including VAT, profit tax, wealth tax and infrastructure impact tax.
But the law, although at first glance it seems helpful, actually has many problems according to experts. The law stipulates that municipalities are the initiators of the procedure that will lead to the transfer of state or private properties into the ownership of "investors", by requesting the government to declare lands in their territory as "development zones".
But there are many properties for which there are conflicts between residents, as ownership is not clear. The “Mountain Package” comes above other property laws and the chances of clashes and conflicts are high. According to the declared goal, the scheme aims to encourage residents to return to invest in their lands in mountainous areas, where depopulation and lack of development are a problem. But the opposition and many critics say that this law could be a pretext to transfer many mountainous areas into the hands of Rama’s “strategic investors”. / Pamphlet

Bravo, ju lumtë këtyre kryebashkiakëve. Mos lejoni qe ne vendabimet tuaja, ne fshatrat tuaja te mos mund te shëtisnin te lire ne tokat e terrenet e bashkisë. Mbani ato ne pronësi te Bashkisë per shikim te perbashkey, mos lejoni qe nesër te ndalohen te shëtisnin ne ato tokat nga pronare bandit drogaxhinje. Paketa e maleve eshte skenar armiqesor grekoshkja. Keta duke te jini zhveshin nga cdo e drejte shoqërore, nuk do te keni me te drejta si shoqëri shqiptare. Duan te ju shndërrojnë ne individ te thjesht, pa pasuri, individ qorr qe votoni dhe konsumoni produktet, livadhet, malet e hotelet e tyre... Mbroni pronën nga paraja e fsheht dhe e piste e ruso-grekoshkijeve.
Dikur kishte dokumente të nivelit të lartë të tokës sipas ligjit: Zona 7665 Turizëm, prioriteti më i lartë, garanci shtetërore dhe absolute. Kjo tokë u shit dhe u zhvillua në një mënyrë mafioze, duke shkelur të gjitha rregulloret e ndërtimit dhe duke shkatërruar mjedisin dhe pyjet, gjithashtu kundër çdo ligji dhe logjike të shëndoshë. Kadastra e Durrsit iu shit kriminelëve dhe u falsifikua plotësisht. Në këto rrethana, nuk do të ketë turizëm.
Deri në vitin 1944-1945 kur nuk ishte instaluar regjimi komunist në Shqipëri,çdo pëllëmbë tokë e Shqipërisë,fushë e mal,, lugina, lumenj, përrua, kodër, bregdet,me përjashtim të rërës së plazhit,ka patur pronar çdo pëllëmbë e tokës shqiptare,bile pronar mijëra vjeçar që e ka mbrojtur me gjak ato troje.Kjo vjedhja e pronës dhe shitja e tokave shqiptare ka filluar shumë herët, dmth ka traditë qysh kur u dorëzua Janina pa luftë, Greqisë.Vazhdon me pazaret e Esat pashë Toptanit me sllavët,me Ahmet Zogun farefis me Esatin përsëri me sllavët,dhe dhurimin e Shën Naumit sllavëve.Ahmet Zogu gjithashtu gjithë pronat që kishte e ka familja mbretërore,janë prona të rrëmbyera,me përjashtim të pronave në fshatin Burgajet të Matit.Pastaj erdhi dhe shfarosësi më i madh i pronave të shqiptarëve,rregjimi komunist,por të paktën ky regjim,nuk shiste asnjë centimetër katror tokë shqiptare askujt.Kurse këto llarot e plutokracisë politike fashiste shqiptare që kanë 35 vjet që shkërrmoqin çdo pëllëmbë tokë shqiptare në Shqipëri,me këto vendime të dhunshme,pa pyetur të zotin e trojeve shqiptare,po kërkojnë të na shkaktojnë një vëllavrasje të re,e të na shkërmoqin si shtet e komb..
