In the middle of Elbasan, in one of the most important segments of urban traffic, an ALPET gas station that should not have existed for years still stands. It was included in the official project to widen the central road since 2013 and was treated as an object for demolition. For this reason, its owner, Ermira Urupi, today the president of the Socialist Party for Elbasan, was compensated with another plot of land in the city center, on which she built a new multi-story building with businesses and apartments.
But unlike every citizen who in such cases hands over the property after compensation, in this case we are dealing with a silent exception. The fuel was never removed. The land was compensated, the building was built, but the original public property continues to be occupied and functional. No one dares to touch it. No one has sent a demolition order. And this is happening at a time when the Municipality is carrying out a harsh action to free up public spaces, forcibly forcing citizens and small businesses to dismantle every structure, even when they have proper documentation.
The fact that a person connected to the local government benefits from a second plot of land on public property, without giving up the first, constitutes a clear case of personal enrichment through political office. While ordinary citizens are required to implement the law in detail, the SP leader in Elbasan benefits doubly, once from the state's decision and the second time from its non-implementation.
This is no longer just a fuel left unexploded. It is a symbol of a system that only works for those connected to power. A pure form of privilege that defies every urban law and every notion of equality before the law. The Municipality of Elbasan has been silent on this case for more than a decade.
If today the ALPET fuel is not destroyed, despite being compensated and being in open contradiction with the city's urban project, then any other destruction that is happening around it is a facade. Citizens do not need selective actions, but equal justice.
Mr. Prime Minister, you who have destroyed businesses in every corner of Albania, from Theth to Saranda, in the name of law and state, will you dare to touch this fuel in the heart of Elbasan? Will you take action against an official of yours who has taken public land, built a palace and kept what she was supposed to hand over? /Pamphlet
