For years, “Pamfleti” has denounced the illegal occupation and exploitation of the Lëkurës Castle in Saranda by the trafficker Andrea Çaushi. Instead of this cultural asset being administered by the state and generating public revenue, it has been turned into a private resort – without taxes, without a license and without any profit for the state – with the blessing of Prime Minister Edi Rama and the Minister of Economy and Culture, Blendi Gonxhe.

The drug lord from Tepelena controls the castle, the historical buildings inside it and 3200 m² of surrounding area, which he uses as a hotel, bar-restaurant, fast-food, relaxation area with sun loungers and even a payment machine for visitors: 5000 lek without any documents or tickets. In any civilized country this would be called robbery with fake invoices, in Albania it is simply “an agreement with the SP”.

Since April 2017, IKMT and the police have been "blind" to this case. The reason? Andrea Çaushi is a supporter of the Socialist Party and, as it is learned, also its sponsor. In exchange, Babloku has given him not only the silence of the state, but also the opportunity to use this cultural asset without punishment and without competition.

Instead of stopping this abuse, on July 11, 2025, Minister Blendi Gonxhe published notification No. 8241/3 for the concession of the Lëkurës Castle for 20 years – a formality to legalize what Andrea Çaushi has been doing for 8 years.

The most tragic thing is that in the application criteria, the ministry has excluded only those convicted of crimes in the field of cultural heritage, paving the way for traffickers, criminals and any individual with a criminal record in any other field. This is a mockery of every article of the law on auctions and public relations, which clearly prohibits the involvement of convicted individuals in benefits from state assets.

With this scenario, Babloku and Gonxhe are determined to officially give this monument to the trafficker Andrea Çaushi for another 20 years – without worrying about the fact that he is a character known for extortion, hostage-taking, and criminal activity.

We recall that with Decision No. 501, dated August 24, 2023, the government had ordered that the Lëkurës Castle be returned to the administration of the Ministry of Culture. But Gonxhe does not even implement the decision of his own government. Today, he is preparing the same castle for a new "gift", for the same trafficker, in a fictitious tender that only justifies an illegal act.

This case is more than a story of corruption. It is the symbol of a government that mocks the state, that uses Albanians' wealth as clientelist loot, and that builds the foundations of a private republic on the ruins of cultural heritage.

One thing is clear: The castle has been usurped and is being legalized through a bureaucratic circus. Will there be any prosecutor to call Gonxhe and Rama into investigation for this pure act of corruption and state capture? Or will it remain another chapter in the long file of the government of traffickers? / Pamphlet
