Babloku ordered the director of OSHEE, Enea Karakaçi, to give a large gift to the oligarch Vilma Nushi at the end of last year; not from his own pocket, but from the income from the electricity bills paid by Albanians.
Director Enea Karakaçi has implemented Babloku's order, filling the "bag" with 1.4 million Euros and giving it to the company "Interlogistic Sh.pk" for the end-of-year holidays, through the tender for printing energy bills during the 3 years 2025-2027.
This company is 100% owned by Vilma Nushi's husband, son, sister, brother-in-law and nephew, who, according to OSHEE's announcement to the Public Procurement Agency dated December 23, 2024, have received the tender.
To create the impression that Vilma Nushi's family company did not receive the 1.4 million Euros alone, a fictitious merger was made with the two companies "BNT Electronics Sh.pk" and "Infosoft Office Sh.pk", which have been used several times as a mask for Vilma in this type of OSHEE tender.
In fact, in many tenders, not only at OSHEE, the company "Interlogistic Sh.pk" of Vilma Nushi's husband, son, sister, brother-in-law and nephew, has had as a fictitious rival the company "Marketing & Distribution Sh.pk" which is owned by Vilma.
But in the tender for the 1.4 million Euro "bag" that "Santa Claus", director of OSHEE, Enea Karakçi, gave to Vilma Nushi's family 2 days before Christmas, there are "some small details", which the Criminal Code considers economic-financial crimes resulting in the theft of state funds.
Specifically, the rivals in the tender were the merger of the companies "Interlogistic Sh.pk", "BNT Electronics Sh.pk", "Infosoft Office Sh.pk" with a financial offer of 1.4 million Euros including VAT and the company "Rikon-Al Sh.pk" with a value of 924 thousand Euros including VAT.
But OSHEE director Karakaçi had received orders to award the tender to Vilma Nushi's family and he awarded it, at a value of 476 thousand Euros more than the low bid of the company "Rikon-Al Sh.pk".
The one that asked to do the printing for nearly half a billion lek less was disqualified with this absurdity: according to the specifications, the company participating in the tender was supposed to have 10 freight transport vehicles, while it declared 14 vehicles, so more, not less.
But to make the full gift to Vilma Nushi's family, OSHEE awarded the tender 99.99% of the limit fund; of course, to give "tips" to the companies that were used as a mask in the competition.
In addition to these benefits, OSHEE planned the fund for printing invoices for the entire number of subscribers, when 35% of invoices are sent and payments are collected through online banking.
But the Central Bank's data shows that the company "Interlogistic" of Vilma Nushi's family has a monopoly on the tender for printing invoices and supplying OSHEE with stationery.
In September 2023, OSHEE awarded a tender of 606 thousand Euros for the purchase of stationery, while on July 18 and October 6, 2022, it awarded tenders of 710 thousand Euros and 457 thousand Euros for the purchase of stationery and invoice printing, where the company "Marketing&Distribution", also owned by Vilma, also participated as a fictitious rival.
On February 14, 2020, OSHEE awarded the tender with a contract value of 1.5 million Euros, for the purchase of stationery and printing; while on June 4, 2021, it awarded the tender of 1.3 million Euros for the printing of invoices for 3 years, which will continue with the tender of December 23, 2024, for the printing of energy invoices until December 2027./ Pamphlet
