According to the news published by "Lezha Press", verified and confirmed by "Pamfleti" sources, it is stated that after 1 year in office, the Director of OSHEE- Lezhë, Gentian Fiçori, has been dismissed for lack of efficiency in supplying the area with electricity.
But by order of Babloku, or more precisely, with this move in implementation of the platform of cooperation with criminal figures, Andi Llesh Marku, a thief official and old bandit of the PD-SP, will be appointed as the new director of OSHEE in Lezha.
The new director of OSHEE, Andi Marku, will be introduced to this position on Tuesday; he is currently the Chief of Fire Department in the Municipality of Lezha, where his daughter Drimona Marku is an advisor to the Socialist Party.
For the appointment of directors, Babloku has as its only criterion their activity as thieves, connected to the crime of being convicted, a criterion which Andi Marku fulfills and has proven to this day as the chief of the Lezha firefighters, appointed by the Socialist Party.
On June 1, 2010, when Andi Marku was Mayor of Kolsh Municipality, he was arrested in his office by the Lezha Police with the "Kolshi" operation, following an investigation by the Anti-Crime Department at the General Directorate.
Former mayor Andi Marku, at the time 35 years old and residing in the village of Manati, was arrested on evidence of corruption with tenders, falsification of land ownership decisions, false and illegal construction permits, bribery and wealth derived from economic-financial crimes, for which he was convicted.
He was mayor in the years 2007-2011 as an allegedly "independent", but in fact he was a representative of the criminal gangs of the DP, now the SP, with whom he made friends in this municipality and was protected by them in every property robbery, tenders, dismissals from work, construction permits and bribery deals.
In the 2011 elections, Andi Marku became part of the DP and was included in the list of its advisors, where during his 4-year mandate, he eliminated many problematic files that he had made as mayor in the years 2007-2011, because he was the de facto mayor of the Kolsh commune and municipal council, although he led the SP.
After 2015, Andi Marku bought 11 properties in Lezha, Tirana, Durrës and Vlora; opened 3 "Person Physical" businesses, abandoned the DP, "climbed the shoes" of the SP leadership and they appointed him SP chairman and unit leader in Kolsh, director of properties at the Prefecture and chief of firefighters.
He was also a police chief in several areas, but was dismissed for links to crime, not touching the drug parcels and the cargo they were trafficking; but also after reports from SHISH and SHÇBA for exposing police actions, hiding criminals, and not registering complaints.
But according to Babloku's criteria, Andi Marku, instead of being arrested, as was done when he was mayor of Kolsh; he was appointed Head of Property Title Verification in the Lezha Prefecture, where he was removed for many land injustices.
Then they appointed him chief of the fire department in Lezha, where the Socialist Party did him another honor: it nominated his daughter Drimona Marku as a municipal councilor in the 2023 elections; while during her studies at the Faculty of Law, the government paid her scholarship as an allegedly "poor family" with false papers.
But Andi Marku, the shadow of the oppression he suffered from the municipality, the police, and the prefecture, disturbed his peace on October 22, 2016, when he was taken hostage for 24 hours; and was released after being given a portion of the stolen millions and given 1,000 m2 of land on the outskirts of Shëngjin.
On May 17, 2017, they burned his luxury car in front of the prefecture building in Lezha, while on September 21, 2017, they attacked him at 10:00 PM, when he was going to his 4-story villa in the "Skënderbeg" neighborhood and took him to the Truama hospital in Tirana.
