The annual budget of RTSH is 22 million Euros, with the following financial sources: 6 million Euros from the state fund, 15 million Euros from the television set tax, and 1 million Euros from antenna fees, sales of television rights, advertising, and other contracts.
But according to the KLSH report in December 2024, according to internal audits at RTSH and audits by the Ministry of Finance on the use of the television tax and the 6 million Euro fund provided by the state, it turns out that in the last 3 years, the RTSH management gang has stolen 15 million Euros.
Here are some of the evidence of corruption that the Supreme Audit Office has discovered in the finances of RTSH:
- For the purchase of the DVBT2 distribution network maintenance service from RTSH, a fictitious tender was made with false documents worth 7.3 million Euros, for a service term of 4 years.
But the Austrian company that was declared the winner did not sign the contract, while the transfer orders, electronic invoices, and the alleged implementation of this service were made every month with false reports as if the company had signed them, when it had no knowledge of the financial and technical operations.
- The tender for the purchase of the OTT platform service, worth 851 thousand Euros and another parallel tender with the same service object worth 1.1 million Euros; for which, according to the report of the Supreme Audit Office, there is no evaluative indicator of the use and usefulness of the investment and were made in violation of Law No. 9643, dated 20.11.2006, "On public procurement".
- The fictitious tender for the rental of a mobile television broadcasting studio, for 24 thousand Euros for the 4 nights of the festival at RTSH, when RTSH has 2 mobile television studios, purchased for 931 thousand Euros.
- Theft of 580 thousand Euros, through a fictitious tender with false documents, for the alleged purchase of video walls, televisions and lighting equipment for the RTSH studios.
-Theft of 450 thousand Euros, with a fictitious tender with false documents, for the alleged purchase of services for TV and Radio signal transmissions with Fiber Optics; when in parallel there is a contract with the same purchase object, with another company in the amount of 400 thousand Euros overlapping.
Payment for unfinished and half-finished work: 12 thousand Euros for the film co-production “The Violinist”; 30 thousand Euros for the film “Love”; 24 thousand Euros for “Waterfall of Light”; 45 thousand Euros for “Time and the Artist”; 24 thousand Euros for “Lions Towards Venice”; 29 thousand Euros for “One More Day”; 24 thousand Euros for “A Cup of Coffee and New Shoes.”
- For 27 television shows, RTSH has paid 91 of its employees 3 million lek in royalties on top of their monthly salaries, while in the years 2021-2024, it declares that it has given a group of journalists, drivers and technicians 413 payments for fictitious per diems and trips totaling 826 thousand Euros, most of them in person, unsigned by the recipients and with payment orders without their names.
According to data, 15 million Euros were stolen from RTSH with fictitious tenders and false letters, for which SPAK has the report from the Albanian Supreme Audit Office, which contains the evidence and names of the thieves, as well as the handcuffs for them.
