Instead of going to school reconstruction and heating, 12 million euros were given to Fidel Ylli by the government for sports projects without any transparency. No control, no report, just political orders and silence from SPAK.
Although there have been many denunciations and indications of theft, SPAK has not yet launched an investigation into the millions of euros of state funds that Fidel Ylli, a representative of the ruling party and head of the Albanian Olympic Committee, has squandered in the name of financing school sports teams. By government decision dated July 23, 2025, Prime Minister Edi Rama has allocated another 5 million euros to the Albanian Olympic Committee for the so-called school sports teams, bringing the total funds provided to 12 million euros. These funds were allocated at the request of Fidel Ylli and on the proposal of the Minister of Education, Ogerta Manastirliu, amending for the third time decision no. 893, dated 27.12.2022. The funds were taken from the budget planned for the reconstruction of schools in rural areas.

In this decision, it is determined that 250 million lekë have been allocated as a fund for 2022, 350 million lekë for 2023, and 150 million lekë for 2024. At the same time, 200 million lekë have been allocated for the internationalization of sports and activities abroad, while another 308 million lekë have been allocated for 2025, of which 10 million for the sport of chess.
According to this decision and the two previous ones, the Albanian Olympic Committee is obliged to present the projects and expenses realized every year in February, but this obligation has never been respected. For 2025, the deadline has been postponed to August, but precedents speak of another lack of transparency. Suspicions of abuse are deepened by the fact that the first decision also specified the bank account number in Raiffeisen Bank (0050249325), while this information is missing in subsequent decisions. Confidential sources confirm that the Ministry of Education, which is responsible for the funds of school sports teams, has not conducted any audits, while the Ministry of Finance has not been allowed to exercise its control over the use of these funds.

In the decision of October 10, 2024, the government had changed the initial decision for the second time, giving Fidel Ylli another 5 million euros, this time taken from the funds for heating schools. Most recently, on July 23, 2025, the funds were increased again, negatively affecting the budget planned for the reconstruction of schools in rural areas. While any form of institutional control is lacking, millions of euros of public funds pass into the hands of Fidel Ylli without transparency and without reporting on concrete projects.
The scheme is clear: the government transfers funds from the basic needs of the education system to unaudited projects in the name of sports, while SPAK, which is supposed to investigate this affair, has taken no action.
