For years, the network known as "Salillari" has functioned as a powerful criminal and corrupt structure, capable of influencing all levels of government.
At the head of this network is Pëllumb Salillari, who has not only appointed police chiefs, police directors, and department heads, but has also influenced the appointment of mayors and, according to suspicions, has dictated voter lists for deputies.
Salillari's organization is known for illegal construction and off-plan projects, including in protected environmental areas and public property. At the highest levels, Salillari's network is suspected of using his connections to power to launder money in collaboration with various political figures and businessmen.
The latest scandal with the AKU and political influence
The latest scandal is related to the National Food Agency (AKU) in Berat, where Salillari's nephew, Rauf Salillari, is suspected of falsifying agricultural product analysis sheets, endangering consumer safety and the European market.
Today, Pëllumb Salillari is suspected of having intervened to save his nephew from arrest, showing the power and immunity of the network over state institutions.

His action is not just a common violation; it is a serious threat to public health and Albania's reputation in the international market.
The political influence of Pëllumb Salillari has allowed this criminal act to be protected and carried out with impunity, clearly demonstrating the immunity that the government offers against the crimes of the "Salillari" network. Rauf Salillari, the nephew of the mafia oligarch Pëllumb Salillari, has escaped arrest only thanks to the extraordinary influence of this oligarch.
Salillari's intervention has made it possible for a person involved in serious counterfeiting and poisoning of the European market to be protected by the law, clearly showing that in Albania political power and organized crime go hand in hand, and justice often remains just an empty word.

Pavarësisht qindra krimeve të dyshuara, ndërtime pa leje, pastrim parash, ndikim politik dhe falsifikime dokumentesh hetime konkrete nuk ka.Rrjeti vepron hapur, ndërsa SPAK-u duket se po studion librin e udhëzimeve për “Si të ndiqet krimi i organizuar pa prekur askënd me lidhje politike”.
Pëllumb Salillari ka shkatërruar një mal të tërë pranë Urës Vajgurore, jashtë çdo leje mjedisore, dhe nuk ka rehabilituar asnjë metër katror nga dëmi që ka shkaktuar. Veprimet e tij flagrante shkaktojnë miliarda euro humbje për shtetin dhe shkatërrojnë ekosistemet e zonës. Ky është një akt arrogant dhe i papërgjegjshëm, që tregon qartë se pushteti dhe impuniteti e mbrojnë atë nga çdo përgjegjësi ligjore. Në Shqipëri, ligji duket se nuk ekziston për oligarkët që veprojnë mbi natyrën dhe interesin publik.
Pëllumb Salillari nuk ka ndaluar vetëm te ndërtime pa leje dhe shkatërrimi i mjedisit; ai ka ndërtuar edhe rrugë jashtë çdo leje dhe pa miratime ligjore, duke shkelur çdo procedurë administrative dhe duke rrezikuar integritetin e infrastrukturës publike. Këto veprime tregojnë arrogancën dhe papërgjegjshmërinë e tij të plotë, ndërkohë që shteti dhe institucionet që duhej të kontrollonin këto veprime mbeten pasivë, duke lejuar që oligarku mafioz të veprojë sipas dëshirës së tij.
Pëllumb Salillari ka ndërtuar pallate të tëra pa leje dhe jashtë çdo projekti të miratuar, duke shkelur ligjet e ndërtimit dhe rrezikuar sigurinë e banorëve dhe integritetin urban të zonave të përfshira. Këto ndërtime jo vetëm që shkatërrojnë mjedisin dhe hapësirat publike, por edhe pasurojnë rrjetin e tij me fonde të dyshimta, ndërkohë që impuniteti politik e mbron nga çdo përgjegjësi ligjore.
Megjithë këto krime flagrante dhe ndikimet e jashtëzakonshme politike, shteti nuk ka ndërmarrë asnjë hetim efektiv për pastrim të produktit dhe veprimtari të tjera të dyshimta financiare të rrjetit “Salillari”. Ndërkohë që qindra shkelje dhe dëm ekonomik prekin buxhetin e shtetit dhe jetën e qytetarëve, institucionet mbeten pasive, duke lejuar që impuniteti i oligarkut mafioz Pëllumb Salillari të konsolidohet dhe të veprojë pa pengesa.
Pëllumb Salillari ka përfituar miliarda euro nga tendera publikë pa asnjë garë dhe pa transparencë, duke përdorur ndikimin e tij të jashtëzakonshëm politik për të kontrolluar çdo proces prokurimi. Kjo praktikë e paligjshme jo vetëm që dëmton buxhetin e shtetit dhe qytetarët, por gjithashtu konsolidon fuqinë e rrjetit “Salillari”, duke treguar qartë se oligarkët me lidhje të forta politike mund të operojnë mbi ligjin pa u ndëshkuar.

But it seems that SPAK is yet another failure in Albania, allowing the network to operate unhindered and showing that justice often remains just an empty word when faced with a mafia oligarch with powerful political connections.
