From the promise of an investigation to the payment of 11 million euros, the CEC chairman and the Rama government play the usual game with the votes and money of Albanians...
On Tuesday, Ilirjan Celibashi resumed the game with Edi Rama and DHL for envelopes, votes and the millions that accompany them. The affair is proven: the diaspora's votes were manipulated, the contracted service was not performed as required, while the inflated bill is being served to the Albanian state.
In June 2025, Celibashi declared that the diaspora voting process had been completed with a “saving of 3 million euros.” But the facts show otherwise: the contract with DHL was predetermined at a value of 11 million euros, about 4.5 million more than the real cost. The promised investigation into the implementation of the contract has never begun, while the payment is being made in camouflaged installments.
In July, Celibashi sent the first invoice of 2.5 million euros to the Treasury, which Minister Petrit Malaj formally "blocked" to create the impression that he had doubts.
In September, DHL demanded full payment, with a warning of interest on late payments. And Celibashi went public, called the process a "success" and promised full payment, but "without interest."
The questions are clear: why wasn't the investigation conducted within four months?
Why was the contract signed without a tender and at a predetermined price?
Why did DHL share the service with other agencies, including the Albanian Post, when it had an exclusive contractual obligation?
This is not the first time.
In 2021, Celibashi signed another 23 million euro deal with electronic voting equipment, above the actual cost, a file for which he is under investigation by SPAK.
The same scheme is repeated: the vote of Albanians in the diaspora is used as decoration, while their money disappears with inflated tenders. The game is clear: Babloku takes power, Celibashi signs the contracts, DHL takes the millions./ Pamphlet
