The blockade of the Librazhd-Elbasan axis has highlighted the serious problems created after interventions within Corridor VIII. The companies ANK and 2T, led by the Kola and Sako brothers, have benefited from millions of euros from public tenders for this segment, while today the road faces collapses, cracks and traffic chaos, leaving the southeast of the country isolated....
The southeast of the country is completely isolated today. The axis connecting Librazhd with Prrenjas is blocked due to landslides and as a result, the main road connecting Tirana and Elbasan with Korça or Pogradec is blocked.
The police have suggested the Maliq-Gramsh-Tirana axis as an alternative route, but this axis also has many problems and is blocked due to several trailers, causing many families to be stuck in traffic for 7-8 hours and creating a chaotic situation.
But why has this chaos come about? Should anyone be held responsible?
The Librazhd–Prrenjas road was intervened about 25 years ago and since then there have been no problems at all, both in the retaining embankments and in the bridges. But after the start of works for Corridor VIII, this axis has started to have many problems. Initially there were landslides, while now the road itself has collapsed and, also, a bridge has cracked and is at risk of collapsing, creating a real catastrophe.
But if you look at the images, in the area where there are landslides and road damage, the new route of Corridor VIII is being built, a route that passes over the part where there is a problem. While a little further down, the river embankment has been intervened. From Elbasan to there, the intervention has been on the Shkumbin River, massacring the bed and it seems that now everyone is suffering the consequences.
There are undoubtedly two responsible parties for this situation: "ANK" and "2T".
The company "2T" has been responsible for the maintenance of the Librazhd-Hotolisht axis. However, when there was a landslide a month ago, the situation was taken under control by the company "ANK", which is also building the fourth lot of Corridor VIII, namely the part where there was a collapse. And it is this company that must shoulder the responsibility for the chaos created today.
ANK is run by the brothers Ndue and Agim Kola and this company is known for such cases. A few months ago, the Korça-Ersekë axis, built by the same company, also collapsed. Ndue Kola was a member of parliament for the Socialist Party and the company has received many tenders from Edi Rama, not to mention that it is among the companies close to the government. For the Librazhd-Elbasan axis, the Kola brothers shared 50 million euros with the Sako brothers of "2T".
The company "ANK" has been announced the winner of the procedure "Widening the Elbasan-Qafë-Thane road (Phase IV)", with a limit fund of the same value, 23.6 million euros.
The company "2T" shpk, with main shareholder Artan Sako, brother of the mayor of Tepelena, Gramoz Sako, has been declared the winner in the tender conducted by the Albanian Road Authority, "Widening of the Elbasan-Qafë-Thane road (Phase III)", with a limit fund of 23.6 million euros.
Six companies participated in both tenders, half of which were disqualified.
In the first procedure, the company "2T" shpk was declared the winner with a bid of 21.4 billion old lek, while the company "ANK" was declared the loser, after submitting a bid of 22.8 billion old lek.
In the second procedure, the Kola family company submitted the lowest bid, at approximately 21 billion old lek. While the “2T” company resulted in the loss, after submitting a higher bid, at 22.8 billion old lek, exactly the same amount as the losing bid of the “ANK” company in the first tender. So, it seems that there was coordination between them.
The company “2T” shpk, with Artan Sako as its legal owner, was a few days ago the subject of surprise inspections by the BKH, as part of an investigation into corruption affairs with public works, mainly roads. In 2013, when the Socialist Party came to power, 2T was a modest and almost unknown company. During the socialist government, due to the political connections and public functions of Artan Sako’s brother, Gramoz Sako, the company not only increased its annual turnover tenfold, but also became one of the main beneficiaries of public money.
So one was a Puka MP, simply as Edi Rama's shopkeeper, without any contribution to the SP. The other is the Mayor of Tepelena, former Director of the Guard, also this close person to Edi Rama with zero contributions as a socialist.
The two companies seem to have shown no responsibility whatsoever, destroying the part by the river, but also making interventions on the slope without taking prior measures, and, consequently, the situation is what is being commented on today.
The damaged bridge has been there for decades and has not been damaged. Meanwhile, both the land and the mountain slope have moved as soon as the works started nearby. But the companies are hiding behind their fingers and are not responsible, as the Albanians suffer the consequences. Not to mention the economic costs, as this axis is the only one that connects other areas with the customs of Qafë Thana and Kapshtica, while no truck can move. /Pamphlet
