The construction and urban planning dome in Albania has created a profit-making scheme, where people with direct ties to institutions receive public contracts and building permits without control. The brothers Alban, Olsi and Andi Efthimi have created a construction empire, which is financed with public funds, and at the same time builds private projects in areas that they themselves plan as state urban planners.
Atelier 4, the studio controlled by the Efthimi family, has received 567,913,388 lekë (6 million euros) from the state budget, through 163 payments from the State Treasury, for work on urban projects, reconstructions, restorations of buildings, and development plans for major cities.
Meanwhile, SEED Consulting, another company linked to them, has benefited from 189,639,354 lekë (2 million euros) from the treasury, in 72 other transactions.
The total amounts to 757,552,742 lekë (8 million euros) from the state budget to the Efthimi family companies.
Texas Development , the construction company of the same family group, is registered with 100 thousand lek capital, but has obtained permits for high-value multi-storey buildings in the most expensive areas of Tirana, where each meter of construction is sold for tens of thousands of euros. Fiscal documents submitted to the Central Bank show financial losses every year, not justifying any of the large investments being made on the ground.
According to state decision-making documents, 'Atelier 4' has drafted urban plans and public projects in the capital and other cities. After the approval of these plans, the National Territorial Council, an institution directly subordinate to Edi Rama, has granted Texas Development construction permits in the same areas where studies were conducted by Atelier 4.
Official sources confirm that the Efthimi brothers, as planners, have determined where land and building prices will increase. As tower builders, they have benefited from the increase in the market value of their properties, which have increased significantly after the approval of the plans they themselves have drafted.
The names of Alban and Olsi Efthim have appeared in wiretaps seized in criminal investigations related to interference in construction permit processes and favoritism in public tenders. SPAK is reviewing files that include their companies' projects and connections to powerful individuals who signed off on payments and permits.
Meanwhile, the family group has consolidated assets through Zurich Investment Group , a holding company with 100 million lek capital, which appears as the owner of the main shares in Atelier 4 and Texas Development, although it does not declare financial activity that justifies covering multi-million dollar investments.
No verification has been conducted by the Tax Office regarding the source of Texas Development's investments. No institution has investigated the apparent conflict of interest between the public plans they draft themselves and the private developments that benefit from these plans.
The Efthimi family continues to build new towers and acquire other construction sites in various cities. They appear in the most important decisions of the territory, which have given them direct financial benefits, while their official balance sheets always result in losses.
The state has given the money. The state has signed the permits. The state has brought the Efthimi brothers benefits that are not justified by capital, financial activity, or the law.
The full file is being prepared and will be published with names, dates, and evidence, to shed light on the source of wealth and connection to power.
If the US State Department truly intends to combat the corruption that has gripped the Albanian institutions and economy, the file of the government's favorite builders should be opened first. Towers that receive permits without competition and companies that declare losses while building multi-million dollar projects are always at the center of this pattern.
