The drug network in Tirana was larger than declared, 9 names were deleted from the file, among them police officers and intelligence agents, to avoid implicating the power structure.
On December 24, 2025, the State Police organized and carried out the "Labyrinth 2" operation, through which they hit a structured criminal network, active in drug sales in Ish-Bllok, Kamëz, Laprakë, Selitë, New Tirana, Shkozë, "Ali Demi", Xhamllik, New Bazaar, Red School, Astir, "Myslym Shyri" and the Paris Municipality.
The police statement states:
"A criminal group of 33 people who were selling narcotics in several areas of Tirana was identified and cracked down on, 27 of whom were arrested and the action to capture 6 others continues."
This statement does not tell the truth, because this drug network in Tirana was made up of 42 people, a fact declared by 5 arrested during the police investigation phase of the "Labyrinth 1" operation and discovered by the Police Narcotics Investigation Section itself.
But the names of 9 of them were not recorded in the investigative report and were not included in the hit list, as they turned out to have connections to senior government officials, police, and powerful and "strong" businessmen who are part of Babloku's court.
The scandal is the fact that part of this group securing, distributing and selling drugs in Tirana were also police officers and employees of the State Intelligence Service, who were not sellers, but organizers of the activity of this network.
According to information received by "Pamphlet" from sources within the police hierarchy, the drug network called "Labirinthi" involved 3 police officers and 2 SHISH agents, who provided camouflage, information, and invulnerability conditions for the distributors.
To hide the latest scandal involving the involvement of the State Police and the State Intelligence Service (SHISH) in criminal drug activity, senior State Police leaders have removed their names from the list of people to be arrested.
Traces and evidence of their involvement were discovered 10 days before the launch of the action, during which time they were removed from the investigative report, so as not to add to the cases of involvement in criminal activities of the Police and SHISH, two structures subordinate to Prime Minister Edi Rama.
Despite Ilir Proda's efforts to hide the involvement of police officers in criminal activities, he cannot "clean up" the criminalization profile of the police, a fact that is also demonstrated by the case of the Director of Cybercrime, Ervina Gjana, in the theft of the TIMS system database and police investigative data.
Likewise, the case of Mustafa Sheqeri, part of criminal groups and employed as an investigation specialist at the Police Supervision Agency, as well as the involvement in international drug trafficking of the Anti-Terrorist officer, Igli Haxhiaj, a friend of Endri Doda, whom the Minister of Justice, Besfort Lamallari, appointed Director of the Internal Control Service of Prisons.
The case of the police chief Ilir Proda himself is also scandalous, with a phone seized by SPAK for links to crime; business partner with trafficker Ylli Cara and friend and protector of officer Ulian Shpataraku, convicted for releasing wanted traffickers, while Ilir Proda has promoted him to "Director" and included him in his cabinet, without forgetting his connections with the "Agasi" group./ Pamphlet
