On Wednesday, "Pamfleti" published the serious scandal that the Minister of Justice, Besfort Lamallari, does not have a CSP Security Certificate ; a legal requirement that Prime Minister Edi Rama has ignored, appointing him to this important position, a fact that proves that even during his 7 years as Deputy Minister of Interior, he did not have a security certificate.
But the official document we are publishing today confirms that even the Director General of the State Police, Ilir Proda, did not have and does not have a Security Certificate, due to a lack of integrity and lack of trust to perform high-level duties in the police.
Even in the procedure for the appointment of Ilir Proda, Prime Minister Edi Rama ignored and violated the law on the integrity of persons appointed to high-ranking positions in the fight against crime and national security, where the first condition is the state's trust in them.
The lack of a Security Certificate for Ilir Proda was ascertained during the investigation and reassessment of his integrity and image, a fact that constitutes a serious scandal in his appointment as Director General of Police, a post in which internal information and that of US-EU partner agencies on security and criminal groups circulate.
The Directorate of Classified Information Security (DSIK), with a letter dated May 25, 2023, informed the Vetting Commission and the Police Supervision Agency that Chief Police Officer Ilir Proda does not have a CSP Security Certificate, but the lack of the certificate was passed over in silence.
According to the personal file in the Directorate of Classified Information Security (DSIK), Ilir Proda's CSP Security Certificate was revoked in April 2022, when he was deputy director of the Elbasan District Police, after the SHISH reported him for establishing connections with crime figures in Elbasan, Tirana and Durrës.
At the end of September 2024, a week before his appointment as head of the State Police, former Interior Minister Ervin Hoxha, as Ilir Proda's proposer, Prime Minister Edi Rama as the authority appointing the Director General of the Police, and Ilir Proda himself as the applicant for this position, requested information and submitted a request for the provision of a CSP Security Certificate.
The Classified Information Security Directorate (CISD) informed them that Ilir Agim Proda does not have a Security Certificate and is in the process of verifying his profile and integrity, without providing him with a certificate.
For this decision, DSIK was based on the information it had at its disposal, but also on the fact that on September 17, 2024, two weeks before his appointment as head of the Police, SPAK seized Ilir Proda's phone, as part of the investigation into him for links to the criminal gangs of Elbasan, during the years October 2021 - September 2024, when he was deputy director and director of police in this district.
This case constitutes a serious state scandal, because the CSP Security Certificate is proof of the trust that the state and the US-EU and NATO partner agencies have in the head of a country's police, who is entrusted with classified information.
The CSP Security Certificate levels include information classified as "Confidential", "Secret" and "Top Secret", which for 16 months have passed into the hands of Police Chief Ilir Proda, although he does not have this certificate.
We do not believe that after the publication of this scandal, the leaders of the Directorate for the Security of Classified Information (DSIK) will give Ilir Proda a Security Certificate "card" in a deal with their boss Edi Rama, as long as he has his phone seized and is under investigation by SPAK for links to criminal gangs./ Pamphlet
