The appointments were a selection recommended to Babloku by the financial mafia, to continue the old world with concessions, investment funds, ministries, directorates and local government units, to allow the concealment of thefts through tax and customs evasion and foreign funds.
On July 17, 2024, the "Pamphlet" announced the opening of a tender announced by the Ministry of Finance, with the object of the external audit of foreign grants, which have been given to Albania in the years 2022-2023, such as those administered by the former director Ilir Beqja.
Two months after receiving Ilir Beqje as a defendant, Babloku quickly cleared the papers of thefts in foreign funds, ordering an audit by the Ministry of Finance, which took place in the months of February-March 2024, but the EU donors did not agree with the conclusions, calling them concealment of abuses and requested an audit with foreign companies.
On July 10, 2024, former minister Ervin Mete announced the tender with Reference Number 12778-10-7-2024 with a limit fund value of 36 million ALL including VAT, which would be held on July 22, 2024.
Former minister Ervin Mete tried to give it to an audit agency of the EU countries, but it was not allowed, and after 1 week he was fired, while the tender was announced again by the new minister Petrit Malaj, on September 23, 2024, but with a value of 10 million lek more.
On November 11, 2024, the Ministry of Finance announced that the tender for the audit of foreign funds given to Albania was won by the foreign company "Grant Thornton Sh.pk", but this is an Albanian company owned by the Albanian citizen Kledian Kodra , donated by former Macedonian owner Slavko Nikola Filipčev.
According to the data of the National Business Center, it turns out that the administrator of the company "Grant Thornton" that will audit the foreign funds given to the Albanian government, was Ilir Binaj, currently the General Director of Taxes, who continues to be a consultant of this company.
