Mayor Gledian Llatja announced the development of the next tender on October 23, 2023, with the object of purchasing oil for the Elbasan plant, in order to process it, with a limit fund value of 226 million and 800 thousand ALL with VAT.
The tender was made only with the participation of the company "Bolv Oil" of the smuggler and thief of the oil reserves of "Albpetrol", Behar Çukaj, and was awarded to this company in the contract value of 226 million and 800 thousand ALL with VAT, which is 100% of limit fund.
Such a tender for the purchase of oil worth 270 million lek, mayor Gledian LLatja as the administrator of the Elbasan incinerator, has also made in April 2022, in August and December 2022 worth 210 million lek and June and October 2023 worth 220 million ALL.
But Gledian Llatja has also made tenders for the purchase of chlorine worth 350 million ALL; 4 tenders of 30 million Lek for environmental measurements, ignition and testing of the incinerator and a tender of 204 million Lek for a 6-month rental warehouse, for bringing waste to the incinerator, when it is not working.
The tender for renting the landfill is an open theft, because on December 16, 2021, when the "Albtek Energy" landfill was seized by SPAK and handed over to the Municipality of Elbasan, it had 3 new landfills in working condition.
After the inclusion in the tenders of the Waterworks of the Municipality-Elbasan, the mayor Gledian Llatja has included the company "Bolv Oil" and its subsidiary "Olsi Sh.pk" in the tenders of the incinerator of Elbasan, for allegedly supplying it with oil when it is not working. .
