Over the last two years, SPAK has targeted Albanian criminal groups operating both domestically and internationally; starting with Çopja, Çela, Çapja and Alibej in Elbasan, Bajrat in Shkodër, Durim Bami's group in Nikël, the Duka brothers of Fresku, etc. Surprisingly, a boss of organized crime in Saranda continues to escape SPAK's crackdown, remaining an island of impunity. This is Andrea Çaushin alias Renato Çaushi, the main administrator of cannabis plots in the south of the country, whose name also appears in Sky Ecc communications of crime figures, sometimes as a subject to be targeted and sometimes in criminal activity.

Andrea Çaushi has strong connections with current and former police chiefs, prosecutors, and courts. He even calls local police chiefs in Saranda, Vlora, and Tepelena to meetings and gives them tasks.

The former drawing teacher in Voskopoja, Neritan Nallbati, for years the spider of criminal groups in the State Police, is one of the main connections of the trafficker Andrea Çaushi in the police. A secret intelligence report states that in November 2022, Neritan Nallbati, in order to save Andrea Çaushi and his group, sabotaged the police investigation to discover the owners of the cannabis farm in Rërëz, Berat.

In the four cannabis greenhouses, on an area of ​​three hectares, 95 women and girls were also employed. Nallbat ordered the police to intervene with arrests and raids, in order to save Çaushi, who was suspected of being the owner of the farm.

Nallbati not only sabotaged the discovery of the heads, but sold the operation as a success. "Based on the information collected, in the early morning hours of 10.11.2022, by the Directorate against Narcotics and Trafficking, the Directorate of the Special Operational Force at the Criminal Police Department, with the support of the Rapid Intervention Forces and in close cooperation with the Prosecutor's Office at the Berat Judicial District Court, the police mega-operation codenamed "Storm" was finalized," Nallbati said at a press conference. The police station was filled with women and in the end, Blerim Xheka, Sadetin Hasaj, Sidrit Bisha, Endriol Xheka, Jurgen Ujkaj, Suad Smakaj, Samoel Lushaj, Mirvaldo Disha, Hamdi Dyli, Arben Vrapi, Adiol Çifliku, Lulzim Bushataj, Mustaf Manej, Bashkim Mema, Edison Mema, Drita Mema and Izmire Mema were convicted, all of whom were soldiers, while the bosses once again escaped justice.

The former Head of the Crime Section at the Berat Police Station, Ardit Hasanbegaj, arrested by SPAK as part of the gang of Behar Bajri and Pëllumb Gjoka, is listed as an important link of Andrea Çaushi and a guard in police uniform of his cannabis plots. The director of the Berat district police, Edmond Tarkaj, known as a strong link of Bledi Çuçi and who was dismissed after the police operation, is also suspected of being a trusted segment of Andrea Çaushi in the police, along with Vilson Bala and Alfred Çepaj.

Even if these connections, SHISH files, criminal records and Sky Ecc communications were not enough, SPAK has a legal obligation to apply the anti-mafia law to the assets of Andrea alias Renato Çaushi, based on the file in the former Serious Crimes Prosecutor's Office for his activity as a drug trafficker, structured criminal group, money laundering, being caught several times with an illegal weapon and for intentional serious injury.

On June 6, 2017, he was arrested in Tirana during an operation between the prosecution offices of Albania and Italy, for trafficking 900 kg. of drugs caught red-handed in Karaburun, destined for Sicily. But after 1 month, the Court of Appeals released him from prison, although he was proven to be the leader of the traffic and had a file with the Italian justice system with other evidence of drug trafficking and financing of murders.

On June 21, 2021, Andrea Çaushi and his brother Visi Çaushi injured the owner of the "Orange" bar in Saranda, Spiro Iljadhi, for drug dealing, but he paid again and escaped prison. On November 13, 2021, the head trafficker and murderer Andrea Çaushi was arrested in Saranda and a quantity of cocaine and a pistol ready to shoot were found on him, but after 2 weeks he was released due to lack of evidence, while according to the SHISH report, he paid a 300 thousand Euro bribe and left a 50 million lek guarantee.

According to another secret SHISH report, Andrea Çaushi continues to run drug trafficking in the Tepelenë-Gjirokastër-Saranda area, while laundering the proceeds through several businesses. One of these businesses is the resort inside the Lëkurës Castle in Saranda; which, by Government Decision No. 501, dated August 24, 2023, was taken away and returned to the state, but the head trafficker Andrea Çaushi is keeping it occupied and doing business without a permit, because he is connected to the heads of government. Andrea Çaushi owns dozens of apartments, restaurants, fuel stations, hotels and luxury cars in his name and those of his relatives, worth millions of euros, the product of criminal activity. /Pamphlet
