If SPAK has the will to crack down on the organized economic and financial crime of state officials; 17 kilometers from the center of Tirana, there is such a specimen named Xhavit Çeka, acting Head of the Administrative Unit-Ndroq, known as the "wolf" of lands and funds in this municipality.
After many denunciations, "Pamfleti" has denounced the fact that the Head of the Ndroq Unit, Xhavit Çeka, and his brother Besmir Çeka, are the heads of the gang that plunders and alienates state and private land with forged documents, which are certified by the heads of the Vora Municipality, the Property and Cadastre Commission against bribes.
Meanwhile, for 5 years, the mayor of Ndroq, Xhavit Çeka, has continued corruption affairs with the reconstruction of housing after the 2019 earthquake, but also the alienation of lands that have remained in state ownership, through maps, measurements, land deeds, legalizations and false documents of property origin, which are easily verified with an investigation by the BKH.
According to the denunciations, sent to Prime Minister Edi Rama, the SPAK Prosecution Office, it is established that the head of the Ndroq Unit, Xhavit Çeka, is a realtor for the mayor of Vora, Blerim Sherra, in the bargaining and collection of bribes, from the families that were included in the reconstruction lists. The "wolf" head Xhavit Çeka, together with his brother Besmir Çeka, have bargained for 135 apartments built in Ndroq after the earthquake, promising to be included in the housing list and giving rental bonuses with false papers even to those whose apartments were not damaged, while the homeless were extorted money to increase their surfaces and to choose the apartments they wanted. But, as the Head of the Ndroq Administrative Unit, Xhavit Çeka, sold construction materials to the companies that built and are building the apartments through his business.
Xhavit Çeka's profile as a forger and land robber also has other atrocities, some of which SPAK can find in the report-control of the Government Task Force of November 2016, for the theft of 340 lands with false documents and titles, which Xhavit Çeka committed when he was Deputy Mayor of Ndroq Municipality, together with Mayor Pullumb Çuri at that time.
According to the Task Force report, the atrocity in forgery and land robbery in the Ndroq commune was committed in the villages of Ndroq, Zbarqe, Kërçukje, Zhurje, Lagje e Re, Pinet, Shesh, Gërbllesh, Menik, etc.
It is enough for SPAK to investigate the files and it will reveal the crimes that were committed, the traces of which also lead to the purchase that Xhavit Çeka made of a land worth 500 thousand Euros near the former "Elefant" restaurant in Ndroq and 45 lands registered in the name of his brother Besmir Çeka and relatives.

But SPAK can also investigate the fact that the mayor, Xhavit Çeka, an army captain with 8 grades of school, declares that in the years 2010-2013, at the age of 45, he completed his "Bachelor" studies without taking a break from work at the "Kristal" University and graduated in 6 branches at once, specifically: communication sciences, human resources management, philosophy, sociology, economics and political science. / Pamphlet
