
The government announces the 10 million euro fund as a "housing program", but in reality it is covering up with propaganda 1253 repairs of existing apartments in 32 municipalities, without building a single new apartment for thousands of homeless families. Rama's promise to house the homeless remains another 12-year-old deception...
On the morning of June 23, Prime Minister Edi Rama gave the next “good news” with great fanfare: the approval of a 10 million euro fund for social housing. In the same vein, Minister Blendi Gonxhe, who is entrusted with the administration of the housing program, presented this as a big step for families in need. But the truth is that this is another public fraud.
According to the official announcement of the Ministry of Economy, Culture and Innovation, this is not about the construction of new housing for homeless families or the use of the mandatory 3% fund that builders of towers and palaces must give to the government or the National Housing Authority. In fact, these are funds from the state budget, dedicated only to the repair of existing housing of 1253 poor families in 32 municipalities, selected with a political filter by Rama and Gonxhe.
Moreover, no housing will be added to this process to accommodate young families or the homeless. Meanwhile, the government does not provide any explanation for the 3% of housing that developers are giving away “for free.” No one knows where these apartments ended up.
Blendi Gonxhe calls this “social housing” in official communications, but in reality, it is nothing more than a reconstruction program of existing houses, repairs that do not solve the problem of thousands of homeless families. With current wages and apartment prices on the market, a family needs at least 60 years of work to buy an ordinary apartment.

Furthermore, this program, promoted as a success, does not include all municipalities. Although requests were made by all local units as of December 2024, only 32 municipalities were selected, and only for housing that already exists.

Moreover, the fraud reaches its peak when the interventions in the water supply and sewage networks for 157 houses under legalization in Shkodër, 102 apartments in Vau Dejës and 98 in Gjirokastër are also called "social housing". So, instead of building houses for the homeless, the government advertises the installation of a water pipe as a success.
This is the real face of Edi Rama and Blendi Gonxha's housing propaganda: a lot of noise about cosmetic repairs, while the real housing problems for the needy remain unsolved. The promise of universal housing, made in 2013, has now turned into another propaganda facade, which only deepens the disappointment of citizens./ Pamphlet
