While being investigated by SPAK for property and concession theft, Olta Xhaçka continues to profit through a network of companies linked to the pharmaceutical trade, public tenders and dubious customs schemes...

After being investigated by SPAK for the land grab of the resort in Himara and the concession of the Limioni Military Port in Saranda, MP Olta Xhaçka has withdrawn from the public scene, but not from her profitable activities. Through companies in partnership with her husband Artan Gaçi and partners convicted of drug smuggling, the Xhaçka-Gaçi network has benefited from millions of euros from health tenders, reimbursable drugs and suspicious drug circulation. The data shows strong discrepancies between imports and sales, family ties in customs and financial schemes aimed at transferring control of companies. The case raises serious suspicions of organized corruption, conflict of interest and political impunity, while the criminal investigations remain partial.

After being investigated by SPAK for the theft of resort land in Himara and the concession of the Limioni Military Port in Saranda, MP Olta Xhaçka is remaining silent in Parliament and away from the media.

But Olta Xhaçka remains active in profiting from tenders, smuggling and the trade of medicines, through companies in partnership with her husband Artan Gaçi, which during the SP's rule were favored with millions of euros in tenders from the health sector and with inaction from Anti-Crime and Justice.

Under the guise of the company "Medicamenta" sh.pk, former minister Olta Xhaçka has benefited from numerous funds from the import of medicines, tenders, allowing smuggling carried out by this company, and including medicines on the reimbursement list.

The company "Medicamenta" sh.pk is owned by Ilir Shehu, a person convicted of trafficking in Italy and criminally prosecuted in Albania for smuggling and selling expired medicines, also introduced into the pharmacies of the "Mother Teresa" University Hospital, in collaboration with officials, doctors and pharmacists.

The owner of the company "Medicamenta" sh.pk, Ilir Shehu, is a 50% partner with Artan Gaçi, Olta Xhaçka's husband, in the pharmaceutical company "UniPharma" sh.pk, created by them on October 9, 2017, just three weeks after Olta Xhaçka was appointed Minister of Defense.

For the first three months after its creation, the Xhaçka-Gaçi couple's company declared a loss of 5.7 million lek, while in the years 2018–2025, profits increased from 310 million lek to 1 billion lek each year.

Officially, the pharmaceutical company "UniPharma" does not appear to have received tenders, but the Xhaçka-Gaçi couple masks the amount of medicines it regularly imports and smuggles through sales through tenders received by partner Ilir Shehu's company "Medicamenta".

During its eight years of activity, the company "UniPharma" has placed on the market quantities of medicines five times greater than it has imported, a fact that raises serious suspicions of smuggling permitted by customs, where the deputy director is Monika Dushku (Pëllumbi), Olta Xhaçka's aunt.

Meanwhile, Andi Xhaçka, Olta Xhaçka's brother, and his aunt's daughter, Sindi Dushku, own their own customs agencies and customs consultants "Elite Brokers 2000", "Star Spedition", "Elite Finance & Consulting" and "Elite Management".

The company "Medicamenta" and its partner Ilir Shehu, who also trade in imported medicines through the company "UniPharma" in partnership with the Xhaçka-Gaçi couple, have received around 25 million euros in tenders during the 12 years of the Socialist Party's rule, in addition to millions from the sale of reimbursed medicines.

Meanwhile, the company "Medicamenta" is in the process of being robbed by the Xhaçka-Gaçi couple, through a debt scheme of 1.5 million euros with interest, which the owner Ilir Shehu allegedly took from them.

A bargain has been established between the parties without a notarial contract, with this condition: if the loan is not repaid regularly, and according to the agreement, Ilir Shehu is not repaying it, the shares of the "Medicamenta" company will pass into the ownership of Artan Gaçi, Olta Xhaçka's husband./ Pamphlet
